Introduction

GENERAL DESRIPTION OF THE PROGRAMME
GOAL has been in Haiti for over two years and continues to support communities to recover from the 2010 Earthquake and subsequent Cholera outbreak.

The emergency stage now complete, GOAL Haiti is now focused on recovery programming centred on providing integrated community development solutions for at-risk communities. GOAL Haiti is currently active in three core sectors: Reconstruction, Economic Development and WASH.

Additionally, GOAL has three priority mainstreaming themes in Haiti, gender, government capacity building and DRR. DRR therefore cuts across and influences all of GOAL’s current programmes.

GOAL Haiti currently employees 170 national staff and 15 expatriates


Fonctions

KEY OBJECTIVES
The DRR Officer will strengthen GOAL’s programme position, performance and management through:

• Ensuring that GOAL’s DRR programming is implemented efficiently across all departments
• On-going learning for best practice in DRR and supporting the DDR Programme Manager and other key team members in providing GOAL with timely reports and technical advice in DRR mainstreaming.
• The coordination of GOAL’s participation at national and/or Local networks, DRR Platform, events, conferences and other public forums dealing with DRR issues.
• Ensuring that lessons learned are captured and properly documented and archived by carrying out regular project reviews.

The DRR Officer will report to the DRR Manager based in PaP principally and will receive support and general supervision from the Area Co-ordinator in Gressier. He will lead a team of Technical Liaison Officers (TLAs) for project implementation.

KEY ROLES/RESPONSIBILITIES
The Disaster Risk Reduction Officer is accountable to fulfil his/her roles and responsibilities in line with GOAL’s code of conduct, values and principles, and to report to the line manager regularly on the basis of defined key performance indicators.

1. MANAGEMENT AND IMPLEMENTATION OF GOAL DRR PROGRAMME IN GRESSIER
• To implement GOAL Haiti's country strategic plan and DRR strategy successfully in Gressier

2. PROGRAMME IMPLEMENTATION
• To implement the Community Managed DRR Project interventions within the Community Reconstruction Team
• To serve as a strategic and technical resource in the mainstreaming of Community Managed DRR within all GOAL’s programmes in Gressier.
• To focus and lead on the soft DRR programming while providing technical input and management of the harder DRR programming where necessary
• To provide technical support to help poor at risk communities to find practical solutions for tackling the effects of climate change and natural hazards through community level adaptation and mitigation activities
• To develop sustainable disaster management systems including disaster preparedness and response plans alongside communities including the development of risk maps, warning systems, etc.
• To monitor the supply chain of materials required for the project implementation including market fluctuations on the price and availability of good quality materials, transport and labor
• To prepare regular reports on GOAL DRR activities and briefs on industry best practice. To coordinate with concerned government actors and local authority on DRR specific plans and strategies – particularly the DPC


3. PROGRAMME MONITORING AND EVALUATION
• To work with all GOAL projects (especially housing and WASH) to support behavioural change within communities and households using appropriate behavioural change methodology.
• Lead the project team to use participatory approaches to monitor the performance of the DRR programme across the projects in Gressier.
• To monitor and evaluate the effectiveness of Community Managed DRR interventions.
• To lead the DRR team to ensure the effectiveness, impact and direction of the DRR programmes.
• To establish appropriate DRR related standard operation procedures in communities and local authorities.


4. CAPACITY BUILDING
• To transfer knowledge and build GOAL staff capacity – particularly the TLAs, on DRR and respond creatively, promptly and pro-actively to emerging issues or concerns.
• To identify the needs and support development of disaster management committees, DPC brigades to increase their competence in DRR programming.
• To develop public awareness campaigns on DRR issues as well as develop a training-of-trainers approach and focus on delivering simple and relevant DRR information to communities.
• To create demand for better quality labor and materials among housing beneficiaries. The TLA’s will lead on this process.
• To develop the quality of labor used in the construction industry through the training of qualified masons etc. and subsequent creation of community contracting groups.
5. REPRESENTATION
• To represent GOAL Haiti in DRR forums i.e. partners, local authorities, NGOs, DPC, UN, etc. as requested.


Qualifications réquises

PERSON SPECIFICATION

Experience
• Proven experience in managing Disaster Risk Reduction/Preparedness programmes with international NGOs.
• Excellent communication skills and substantial experience working closely with communities.
• Experience in staff management and proven abilities to lead and develop a diverse, multidisciplinary and multicultural team
• Proven experience in review, monitoring and evaluation of programmes; using of quantitative and qualitative methods and approaches to support of programme development.
• Strong and well-developed analytical skills coupled with experience of writing reports that are usable by different stakeholders.
• Sound knowledge and commitment to participatory approaches to working with communities.
• Experience in capacity building, identifying needs, organising and delivering courses, developing tools and techniques.
• Minimum 3 years of related experience showing progressive responsibility
• Understanding of DRR and current opportunities and constraints within the Haitian context and in particular good knowledge of Gressier area and context.
• Knowledge of Urban/ Rural Risk analysis and mapping
• Understanding of the Vulnerability Capacity Assessment (VCA) model is preferable


Skills

Qualification
• University graduate in a relevant technical discipline
• Master Degree desirable.
• Educational background in DRR/DRM an advantage.
