Introduction

General Description of the Programme:
GOAL’s programmes in Haiti operate in both the urban and rural context in Port-au-Prince and Gressier respectively. The overall goal of the program is to provide support to families affected by the earthquake in Haiti whilst developing longer term sustainable solutions to specific issues effecting both the rural and urban population. The objectives of the program are to increase access to water and sanitation facilities and providing both safe shelter and infrastructure for displaced families with the aim of increasingly linking relief, recovery and development across the GOAL Haiti Program.


Fonctions

General Description of the Role
The Monitoring, Evaluation and Learning Manager will be responsible for the design and implementation of all country programme monitoring, evaluation and learning systems. Through providing leadership and technical support in the implementation of quantitative and qualitative M&E activities, the MEL Manager will provide a reliable evidence base for lessons learning within the organization and donor compliance.

Specific Responsibilities
The Monitoring, Evaluation and Learning (MEL) Manager will be responsible for the following tasks:

1. Design and manage the country and programme specific MEL Plans
• Lead in the development of Country and Programme level M&E Plans, including data collection plans and associated M&E tools
• Through regular liaison with the Programme Coordinators and Managers, ensure that the plans are implemented according to schedule, incorporating any changes on a monthly basis
• Ensure that MEL systems meet donor compliance requirements

2. Coordinate the overall country monitoring systems
• Based upon the Programme MEL Plan, work with the Programmes team to design monitoring tools and systems for the monitoring of activities and outputs
• Supervise the MEL Officer in the implementation of these systems, including providing training for Programme Staff, monitoring of the quality of data collected, and ensuring that it is regularly and accurately analysed

3. Coordinate the overall country evaluation systems
• According to the Country and Programme MEL Plans, lead in the design and planning of all GOAL Haiti evaluations, including needs assessments, baseline and mid-term studies, and final evaluations
• Coordinate the implementation of all quantitative and qualitative evaluations, including the development of survey schedules, the organisation of surveyor training, and the organisation of data quality observation visits
• Recruit and manage external data collection staff to support activities when necessary
• Supervise the MEL Officer in the development of tabulation plans, and data cleaning processes
• Produce narrative reports based upon evaluation results
• Work with the ACD-P to design Terms of Reference for external evaluations, and provide support to and supervise external evaluators when in the field

4. Coordinate the overall country learning systems
• Work with the ACD-P to coordinate Learning Reviews for all projects and ensure that Lessons Learnt Reports are produced
• Support the Programme Coordinators and Managers in communicating results from evaluation and learning exercises to Programme Staff
• Ensure that evaluation results are shared with key stakeholders, including beneficiaries, where possible and appropriate
• Plan, design and carry out individual research and learning exercises

5. Management of the MEL unit
• Manage the MEL team to meet the above objectives, carrying out evaluation, surveys etc as required by the priorities of the plan and available capacities within the team;
• Develop and update the monthly, quarterly and annual work plans for the MEL team to meet the objectives of the MEL plan.
• Prepare with team members monthly work plans and monitor their implementation.
• Build the capacity of M&E staff through training and on the job coaching

6. Mainstreaming
• Provide supervision and support to the M&E Assistant in the handling of grievances received through GOAL Haiti’s Community Feedback Mechanism, GOAL a l’Ecoute, and actively participate in the GOAL a l’Ecoute Management Committee
• In cooperation with the Programme Support Officer (PSO), lead in the implementation of GOAL’s Accountability Framework, including identification of training needs for staff and the evaluation of GOAL Haiti according to the Humanitarian Accountability Partnership Guidelines
• Familiarize self, understand and implement GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS and Child Protection


Qualifications réquises

Requirement
Essential:
 3+ years specific Monitoring and Evaluation experience, including the design and implementation of MEL plans and systems
 Strong knowledge of qualitative and quantitative research methodologies
 Experience in the design and implementation of large scale surveys
 Strong knowledge of Microsoft Excel, knowledge of ENA-SMART and EPI-Info desired
 Excellent demonstrable writing skills in English
 Strong analytical skills and experience of writing evaluation reports
 Experience in providing MEL training to non-technical staff
