Introduction

J/P HRO is a non-profit organization dedicated to help lift the nation of Haiti out of the rubble and give the Haitian people a better life, is seeking experienced professionals for several exciting opportunities as part of its response to the 2010 Haiti earthquake.
J/P Haitian Relief Organization (J/P HRO) formed in the moments following the devastating earthquake.
on January 12, 2010 – and has evolved from a highly efficient emergency response team into an innovative, effective, field-based development organization supporting displaced people as they transform their neighborhoods from urban slums into durable, sustainable and prosperous communities. Decisions are made in-country, programs are dictated and developed by the needs in the field and our staff’s creativity, experience and vision result in substantial, meaningful results in the lives of the people with whom we work.


Fonctions

The Deputy Country Director (DCD), based in Port-au-Prince, Haiti, is the senior full-time in-country representative of J/P HRO. As the J/P HRO Country Director (CD) divides his time between Haiti and the United States, the DCD focuses on directing J/P HRO’s team in Port- au-Prince to actively fulfill the mission, goals and activities of J/P HRO to save lives and rebuild Communities through sustainable programs in the Petionville Camp, Cite Maxo Camp, the neighborhood of Delmas 32 and beyond. As J/P HRO is a new organization, the DCD will be responsible for directing the continuing design, development and implementation of systems, protocols and processes necessary to ensure the successful, transparent, accountable and ethical implementation of the Haiti Country Program. This includes
ensuring that the financial, operational, programmatic and technical components meet the highest professional, ethical, and quality of care standards.
The DCD supervises approximately 300 Haitian and 30-40 expatriate/non-Haitian staff. When the CD is out of country, the DCD has the final say in-country for day-to-day management decisions and represents J/P HRO in Haiti. With the CD, the DCD will lead the in-country management team in overseeing the
development and implementation of programs and oversight of all program support and emergency response operations in Haiti.
General Responsibilities:
• Responsible for assisting the development of strategic programming, planning, monitoring and evaluations,
• Works with the CD and in-country staff to create program and operation budgets each year,
• Supports the CD in ensuring financial accountability and clear financial reporting to the US office
tracking both expenditures by grant and by department on a monthly basis,
• Under direction of the CD, lead the budget development, management and maintenance for incountry operations ensuring the proper distribution of funds, the expansion of programming and the protection of national-staff payroll including - when necessary - overtime pay,
• When the CD is out of country, serve as the primary contact for third party NGO workers for general and emergency concerns (whether medical, transport, or information),
• As directed by the CD, forging and maintaining strong relationships with other international and national organizations in Haiti and continuing to expand outreach through meetings, workshops, and conferences,
• In collaboration with the CD, is responsible for representing J/P HRO and increasing knowledge about J/P HRO's activities locally (may include meetings with USAID, the World Bank, local and
international organizations, etc.).
In Programs, the Deputy Country Director:
• Directly supervises the Director of Programs and therefore is indirectly responsible for all programming personnel and staff including Medical; Camp and Relocations Management;
Education, Community and Livelihoods programming; Engineering (demolition and rubble removal); and Redevelopment,
• Supervising the Director of Programs, ensures consistent and effective program development,implementation and maintenance within the budget constraints of the organization,
• Oversees and reviews all program material before publishing or sending to the CD,
• Evaluates the feasibility and structure of potential programs, special projects including geographical location, potential program expenses, and duration of program each year and makes recommendations to the CD regarding the most successful program development approach,
• Conducts site visits, as appropriate, to monitor and evaluate progress and implementation.
In Program Support, the Deputy Country Director:
• Directly supervises the Director of Program Support and therefore is indirectly responsible for all program support staff and personnel and all program support activities including Housing and Office Administration; Finance; Security & Accountability; Logistics; Communications; and Human Resources,
• Is responsible for overseeing the processes responsible for onboarding all national and international staff in Haiti and insuring appropriate training and management,
• Ensures the proper completion of performance reviews of staff and set objectives in line with program requirements,
• Must stay informed on security issues and other relevant news happenings in Haiti, advises the CD on when to escalate security requests to international police or military units and recommends the security policy for the country program,
• In the absence of the CD, responsibly attend to all other issues that might arise in the course of carrying out J/P HRO’s mission in Haiti.
In Emergency Response, the Deputy Country Director:
• Supervises any emergency preparedness or response efforts and therefore is indirectly responsible for managing the Emergency Response Team when it is formed as part of J/P HRO’s Emergency Operations Plan.


Qualifications réquises

Qualifications (any exceptions will be at the discretion of the CD and CEO):
• Have a minimum of ten years relevant work experience,
• Have a minimum of three years experience of program management or field coordinator level,
• Language skills: French (fluency), English (proficiency), Creole (proficiency), Spanish
(intermediate),
• Have experience working with donors including USAID, ECHO, UN and American Red Cross,
• Have international experience with NGOs, doing relief work,
• Ability to respond appropriately and with sensitivity to the cultural differences present among the organization’s service population,
• Ability to live and work in rural and urban Haiti,
• Proper documentation and authorization to travel freely between United States, Haiti, and the Dominican Republic,
• Creative self-starting abilities,
• Dependability,
• Ability to work long-hours under significant pressure.
