MSH seeks candidates for an upcoming USAID funded program in Haiti that aims to build strengthened and sustainable health informationsystems inthe country, allowing for the Haitian government to effectively manage and monitor program resources and monitor patient outcomes, as well as to ensure effective, routinized information use throughout the health sector. The project will support the Government of Haiti’s strategic health information systems, focusing on four key objectives: (1) Build the capacity of the Ministry of Health to effectively manage strategic information systems; (2) develop an expanded and comprehensive Carte Sanitaire platform for the UPE; (3) support the implementation of a comprehensive HMIS; and (4) Improve data quality and applied date use within GOH data reporting chains. This position is contingent upon program award.


Fonctions

The HMIS Senior Technical Coordinator will serve as thetechnical lead to develop or revise existing data collection tools and guidelines.The ideal candidate will have technical expertise and prior experience in strategic information systems; monitoring and evaluation of health systems data; and/or health management information systems. Successful candidate must be technically proficient in all phases of the database development life cycle yet savvy enough to interface with non-technical stakeholders to achieve results and meet common project goals.

SPECIFIC RESPONSIBILITIES:

1. Ensures requirements are clearly defined and communicated.
2. Effectively communicates with users, management, and other coworkers in both verbal and written form.
3. Responsible for activities involved in the analysis, design, development, troubleshooting, debugging and maintenance of enterprise transactional systems
4. Responsible for formulating and implementing the team's technical vision, providing hands-on insight into system architecture, data software development for transactional and batch systems.
5. Establishes database management systems, standards, guidelines and quality assurance for database deliverables, such as conceptual design, logical data model capacity planning, external data interface specs, data loading, data maintenance plan and security policies.
6. Collaborates with data modelers and facilitate interaction between DBAs and data modelers for logical and physical data models.
7. Determines appropriateness of data storage, archive, purge and backup strategies.


Qualifications réquises

• University degree in Computer Science
• At least five years’ experience in database development, including the management and oversight of donor-funded project budgets and financial reporting
• Strong proficiencies and knowledge of SQL Server 2005/2008 administration and optimization
• Demonstrated ability to develop system requirements and accurately estimate required resources
• At least eight years’ experience in organizational and administrative management in an international context
• Capable of working proficiently at both strategic and tactical aspects of a project. Ability to code complex programs and derive logical processes.
• Strong interpersonal, oral and written communication skills in French, Creole and English
