Thus, Plan Haiti is engaged in an USAID funded ($20 million +) project named ASKE or Aksyon Kolektif pou Sekirite kont Ekspwatasyon (Haitian Creole for “Collective Action for the Security of Children, Women, and Youth) project. It is a 5-years project led together with CARE, Save the Children with Plan focusing particularly on the Monitoring, Evaluation and research component of the project.
The overall goal of the AKSE project is to improve the safety and security of women, children and youth in Haiti by decreasing the incidence of human rights abuse and expanding access to treatment and care.
The Monitoring and Evaluation Manager will provide oversight of the program’s monitoring and evaluation responsibilities including developing and supporting the implementation the M&E Framework, systems and processes and reporting against performance indicators.
Key activities to be monitored during the program will be the capacity building of local organizations, communities, and government agencies; program implementation through grant-making; changes in the policy environment; number of referrals and quality of services provided within supported networks; and changes in attitudes, beliefs and behaviors as a result of program activities.


Fonctions

The M&E system to be developed will include both quantitative and qualitative data collection instruments to ensure that adequate data on the program and sub-grant is collected and shared with program stakeholders on a regular basis. The M&E Manager will support sub-grantee in the development of appropriate monitoring instruments to collect information on AKSE activities.

Typical Responsibilities - Key End Results of Position:


Monitoring and Evaluation

• Contribute in the elaboration of conceptual framework related to the nature and objectives of the program and a thorough PMP
• Support in the organization and oversee a comprehensive baseline study in order to inform all anticipated activities for the life of the project.
• Support the ‘Annual Review’ process to ensure that program activities are appropriate and being implemented in accordance with the annual work plan
• Provide support in the organization and oversee of the midterm evaluation in year 3 of the project, to inform programming and provide targets achievement against the work plan.
• Organize and oversee the final Evaluation to assess the progress made against proposed goals and indicators and the sustainability of practices, behaviors and infrastructure supported by the program.
• Elaborate and support the development of comprehensive M&E tools and database for key project component
• Participate in project data quality control at level and support in addressing gaps
• Consolidate project data and generate project indicators to be reported on a regular basis.

Contribute of the overall Project Management

• Throughout the project making recommendations on how to improve data collection, tools and process for effective project monitoring and evaluation
• Document monitoring and evaluation related lessons learned that might be adapted and applied to other projects and yield insights

Dealing with Problems
• Flexibility to support effective data collections, quality control, consolidation and analysis for AKSE project.
Bachelor Degree in Statistic or equivalent area
• Three years experience in Monitoring and Evaluation
• Good knowledge in data management application Access, Epidata, SPSS or equivalent
• Demonstrated experience in data collection and analysis
• Proven skills in training colleagues and stakeholders
• Very good knowledge in general monitoring and evaluation
• Very good understanding of project indicators
• Familiar in working on different types of databases.
• Effective working with and through partners
• Demonstrable data analysis knowledge and reporting
• Fluent in French and practical in English



Conditions particulières

• Based in the Care office located in Pétion-Ville , with few local travel
• Ability to travel to remote areas
