Project description.
CHAMPIONS (Chanje Abitid Moun Pou Pratik Itil Ogmante nan Sante) is a 5-year project funded by the United States Agency for International Development (USAID) from 2024 to 2029, led by Institut Panos in collaboration with CIPPRESS and PESADEV. This integrated initiative intertwines Social and Behavior Change Activities with health service delivery, aiming to enhance health service utilization and cultivate healthy behaviors throughout Haiti. The project's overarching goal is to increase the adoption of targeted positive health behaviors at the individual, household, and community levels, spanning various areas of public health, including family planning and reproductive health, HIV, maternal and child health, nutrition, water, sanitation, and hygiene. Additionally, CHAMPIONS addresses emerging public health threats such as COVID-19, cholera, tuberculosis, and other primary care concerns, integrating considerations of gender-based violence within health programs. Leveraging Institut Panos' expertise in evidence-based Social and Behavioral Change interventions, along with CIPPRESS and PESADEV's experience in community engagement and health promotion, CHAMPIONS adopts a multifaceted approach. Through tailored services, robust stakeholder engagement, and innovative techniques, such as the "3 Roch dife" methodology, which emphasizes personalized interventions, CHAMPIONS utilizes media, digital tools, and community networks to drive sustainable improvements in health outcomes nationwide.


Fonctions

Key Responsibilities.
Lead the development and implementation of a comprehensive Activity Monitoring, Evaluation, and Learning Plan (AMELP) tailored to the integrated nature of the project, ensuring alignment with project objectives and USAID guidelines.
More specifically, the MEL Specialist will:
• Design and oversee data collection systems that capture both quantitative and qualitative indicators related to social, and behavior change activities, health service delivery, and targeted health behaviors.
• Advise project staff on best practices to ensure activities and AMELP efforts are integrated into all activities, considering inclusiveness, and differentiated targets for various populations.
• Coordinate training sessions and capacity-building initiatives for implementing partners, focusing on MEL-related tools, methodologies, and systems specific to the project's integrated approach.
• Provide technical support to local project partners in designing and administrating AMELP systems in their subgrants and to local consultants to collect necessary data as part of their services.
• Propose and implement strategies for improved communications on project activities and accomplishments.
• Lead the analysis and interpretation of project data to assess progress, identify trends, and generate actionable insights for programmatic adjustments and continuous improvement.
• Advise project staff on best practices for designing, developing, and administering resources and tools to evaluate and track project indicators.
• Collaborate closely with project teams and Sub-awardee partners to integrate M&E findings and recommendations into program planning, decision-making, and adaptive management processes.
• Directly supervise the work of other MEL assistants if there are any, including delegating work, providing guidance and feedback, coaching, and training.
• Conduct regular field visits to project sites across Haiti to monitor the implementation of social and behavior change activities and health service delivery, ensuring adherence to project protocols and quality standards.
• Facilitate learning and knowledge-sharing sessions among project staff, implementing partners, and stakeholders to promote best practices and innovation in social and behavior change programming and health service delivery.
• Ensure compliance with USAID reporting requirements by regularly preparing and submitting high-quality monitoring, evaluation, and learning reports, including contributions to the Mission’s annual Performance Plan and Report (PPR).
• Propose monitoring approaches to utilize for safe execution of the AMELP and potential contingency plans for data collection in the face during epidemic and/or pandemic, security issues, natural disasters, and other shocks or stressors.

Qualifications réquises

Required Qualifications:
Education:
Bachelor’s degree in social sciences, monitoring and evaluation, public health, international development, or a related field is required
Master’s degree is preferred.
Skills and experience:
• Minimum of 5 years of progressive experience in monitoring, evaluation, and learning within the international development sector or related field.
• Specific expertise in integrated health programs and behavior change interventions is strongly preferred.
• Demonstrated proficiency in designing and implementing MEAL systems and tools tailored to integrated health projects, including extensive experience with both quantitative and qualitative data collection and analysis methodologies.
• Strong understanding of social and behavior change theories and frameworks, with a proven ability to apply them effectively in public health interventions.
• Substantial experience working in remote areas, with comprehensive knowledge of the country's health system, cultural dynamics, and public health priorities.
• Excellent communication, interpersonal, and facilitation skills, with a demonstrated ability to engage effectively with diverse stakeholders and foster a culture of learning and collaboration.
• Proficiency in relevant software and tools for data management, analysis, and visualization, such as DHIS2, SPSS, or STATA.
• Familiarity with MEAL tools and systems commonly used in USAID-funded projects, including the development of Performance Management Plans (PMPs) and adherence to project reporting requirements.
• Knowledge of key health indicator systems and frameworks used for monitoring and evaluating health programs in international development settings.
• Experience delivering research training and building the research capacity of colleagues and local partners.
• Strong presentation and facilitation skills and experience adapting oral and written research outputs to present in non-technical language to diverse audiences, including colleagues, consultants, and donors.
• Strong time management and organizational skills; effectively managing a dynamic workload and shifting priorities.
• Proven ability to operate in a multicultural and remote work environment.
• Proven ability to work both independently and as an effective team member.
• Flexibility to travel periodically within the country for meetings with colleagues, local partners, and donors.
• Flexibility to work outside traditional office hours as required.
• Flexibility in adjusting MEL activities according to the project contingency plan when required.


Conditions particulières

Fluency in written and spoken English, French, and Creole is required to communicate with project stakeholders and beneficiaries across Haiti effectively
