Introduction

General Description:

Under the direction of the Country Director, the Senior Administrative and Human Resources Manager is responsible for the oversight of all administrative functions in the PADF office in Haiti . The incumbent will work with heads of units /projects to ensure that all operations within the organization run smoothly and according to any guidelines or regulations. He/She is directly accountable for ensuring that all administration, procurement, logistics, IT, security and other support functions and systems of PADF Office in Haiti are compliant with PADF policies and procedures as well as all donor requirements and standards.


Fonctions



Responsibilities:



• Services: Ensures that appropriate, efficient and effective operational services are provided in order to facilitate the successful and timely implementation of all PADF programs, projects, initiatives and activities in Haiti. Is responsible for systematizing and streamlining organizational procedures to that end;



• Procurement: Oversees all activities related to purchasing of goods. Ensures that all procurement is in full compliance with PADF’s policies and procedures and donor requirements. Responsible for overseeing and monitoring all PADF-Haiti purchases;



• Operations: Implements policies and procedures that will improve day-to-day operations. Oversees and directs the management of all facilities owned or rented by PADF in Haiti, including rent, utilities, space, communications, security, information technology, motor pool, domestic and international travel, and all other functions needed to support PADF’s program in Haiti;



• Human Resources: Supervises the human resources functions, including recruitment and personnel systems, annual evaluation, benefits, payroll, etc necessary for the efficient operation of PADF in Haiti. Ensures smooth and efficient personnel management, gender equality and non-discrimination practices within the entire PADF operation in Haiti, consistent with PADF’s policies and core values, and in full compliance with local labor laws and general practices;



• Security: Responsible for the regular and continuous update of security procedures, ensures their compliance, develops map security incidents, analyses risks and security development, and in close collaboration with other relevant management staff, takes appropriate measures for the safe and secure operation and management of PADF’s program in Haiti, and the safety of its personnel. Maintains HQ informed of issues, situations and conditions affecting the safety or security of PADF’s personnel, assets and program in Haiti, and of mitigation measures proposed or taken;



• Communications: Ensures the development, sound operation, maintenance and upgrade, as appropriate, of all communications systems and structure necessary for the effective management and implementation of PADF’s activities in Haiti. Facilitates effective and efficient means of communication within and between the different PADF’s offices in Haiti, PADF Haiti and HQ, PADF Haiti and its partners, stakeholders.



• IT: Ensures the functionality of the Unit with regards to new technologies, security, data storing, IT infrastructure, etc., in light with HQ technology development progress and requirements.



• Performs other duties as assigned by the Country Director and/or PADF Headquarters.


Qualifications réquises

Requirements and Skills:

Qualifications
• A bachelor in business administration or relative field
• Proven experience as administration manager or similar position for an NGO
• Experience in Human Resources Management
• An analytical mind with problem-solving skills
• Ability to communicate effectively to program/technical staff concerning regulatory policies and procedures and compliance issues;
• Excellent organizational and multitasking abilities
• Excellent written and oral communications skills in English and French;
