Fonctions

Position Summary: The MDA Lead is based in Port-au-Prince, with field travel, and is responsible for planning MDA activities and proactively monitoring progress, resolving issues (and initiating appropriate corrective action), and applying management skills and technical expertise to ensure the successful implementation of the Elimination of LF in Haiti project, funded by the US Centers for Disease Control (CDC). The MDA Lead will provide direction and technical/managerial oversight of the project to ensure activities are designed and implemented with high quality and meet targets. S/he will be responsible for coordinating with the Project Director and MSPP and making key decisions and solving problems in short timeframes, while ensuring overall operational and project quality.

Roles and Responsibilities:
1. Work in close collaboration with MSPP and the National NTD program, as well as other relevant partners, for the coordinated and effective implementation of project activities.
2. Plan MDA activities, in collaboration with the MSPP NTD program.
3. Develop and manage work plan and budget in line with the project needs.
4. Conduct regular reviews of MDA project activities and budgets, in collaboration with the country management, headquarters, Project Director, and the National NTD program.
5. Manage project funds according to established IMA accounting and finance policies and procedures.
6. Mentor, motivate, and manage MDA team to ensure high quality program management, monitoring, and evaluation.
7. Work in close coordination with the M&E staff to effectively track data/results and ensure reporting requirements are met in a timely manner.
8. Establish a communication schedule to update stakeholders, including appropriate staff in the organization, on the progress of the project.
9. Work closely with IMA HQ project and finance staff to respond to requests, complete reports, and provide proactive updates on MDA progress and challenges.
10. Conduct regular field visits to project sites and be present during the MDA for both technical support and project monitoring.
11. Lead IMA representation with government representatives and stakeholders at the national, district, and communal levels on the LF project matters.
12. Overall coordination and oversight of MDA logistics, operations, and security.
13. Any other duties as assigned by the Country Director and/or HQ.


Qualifications réquises




Education & Experience:


1. Bachelor’s degree in medicine or health related subjects. Master’s degree or equivalent in public health or tropical medicine is preferred.


2. Five or more years of experience in project management in the technical health area.


3. Experience working in the international development field, preferably with an international NGO or donor funded or public health research program.


4. Experience in managing multi-partner programs, including public and private entities.


5. Previous experience working in Haiti, with intimate understanding of Haitian health care system.


6. Demonstrated experience in public health programing in complex environments and skillful in addressing field implementation challenges


7. Demonstrated understanding of, and expertise in, U.S. government funded projects


8. Demonstrated experience in financial, operational, programmatic and administrative management to ensure project results.





Qualifications:


1. Haitian national with good record of interpersonal communication skills and team building.


2. Track record of working in, and producing results, high pressure, fast-paced work environments.


3. Ability and willingness to travel to the field for extended periods of time.


4. Proven ability to network and communicate with a wide range of key stakeholders.


5. Mentoring and facilitation skills, especially with Ministry staff and health care providers.


6. Advanced skills in Microsoft Office, including proficiency in Microsoft Word, Excel, Outlook, PowerPoint, Teams, and SharePoint.





Fluency in English, French, and Haitian Creole in oral and written communications.

Working Conditions, Travel and Environment





• The duties of the job require regular attendance of at least 5 days/week. The employee must be available to work outside normal office hours or at the weekends as required. Corus has a hybrid work policy, allowing 50 percent of work to be done remotely.


• This position must be able to travel, as required, for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
