Position Overview

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) the Evaluation and Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country third-party monitoring (TPM).

ESS+ is developing a Quality Assurance Team (QAT) to provide a live, interactive data and data collection assurance for USAID/Haiti. This will allow the Mission to learn, quickly react and correctly address any data collection issues arising from the field in close coordination with ESS+ and implementing partners.

Such capacity aims to enable the Mission to increase data collection quality (TPM and Evaluation) and effectively mitigate risks. The QAT will consist of Quality Assurance (QA) Coordinators and Supervisors. For this position, ESS+ is seeking Monitoring, Evaluation, and Learning (MEL) and data specialists to perform the responsibilities listed below.

Qualifications

A Bachelor’s degree or 4 years of university education.
Master’s degree preferred.
Minimum of 5 years of experience in data collection and supervision.
Knowledge of USAID data collection process.
Knowledge of USAID MEL Process and Data Quality requirements.
USAID MEL Certification is a plus. Applicants should attach their USAID certificates when applying.
Good moral character.

Roles & Responsibilities:

Collaborate with ESS+ team on strategic and operational planning to implement data collection quality assurance for USAID/Haiti and ensure compliance with USAID contractual reporting and financial requirements for the data collection quality assurance.
Coordinating, planning data collection supervision in the field
Oversee the training of all engaged in data collection, ensuring the highest level of reliability and validity of data being collected
Assess local partners enumerators and supervisors performance both during training and field data collection.
Participate in data collection, including ensuring data quality by performing spotcheck, callbacks, co-enumeration, backchecks, all local data collection partners. Perform direct observation of the entire data collection activity implementation of local partners (logistics, data collection, deployment of teams etc).
Perform location audits using GPS
Report to ESS+ daily of survey and data collection, including data quality insurance happening in the field
Report to ESS+ on breach of study methodology and data collection protocols

Note: The QAT Coordinator is not a permanent position. The level of effort will be based off Client QAT needs.
