Position Overview

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) the Evaluation and Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country third-party monitoring (TPM).

ESS+ is developing a Quality Assurance Team (QAT) to provide a live, interactive data and data collection assurance for USAID/Haiti. This will allow the Mission to learn, quickly react and correctly address any data collection issues arising from the field in close coordination with ESS+ and implementing partners.

Such capacity aims to enable the Mission to increase data collection quality (TPM and Evaluation) and effectively mitigate risks. The QAT will consist of Quality Assurance (QA) Coordinators and Supervisors. For this position, ESS+ is seeking Monitoring, Evaluation, and Learning (MEL) and data specialists to perform the responsibilities listed below.

Qualifications

A Bachelor’s degree or 4 years of university education.
Minimum of 2 years of experience in data collection.
Knowledge of USAID data collection process.
Knowledge of USAID MEL Process and Data Quality requirements.
USAID MEL Certification is a plus. Applicants should attach their USAID certificates when applying.
Good moral character.

Roles & Responsibilities:

Participating in training of enumerators and supervisors for data collection implementation
Assess local partners enumerators performance both during training and field data collection.
Planning data quality assurance and supervise local data collection firm enumerators and supervisors in the field.
Report daily to the quality assurance coordinator.
Perform co-enumeration, spotcheck, callback, backcheck during data collection implementation.
Perform location audits using GPS
Perform direct observation of the entire data collection activity implementation of local partners (logistics, data collection, deployment of teams, etc).
Report to quality assurance coordinator and ESS+ on any breaches observed on the field of data collection protocols.

Note: The QAT Supervisor is not a permanent position. The level of effort will be based off Client QAT needs.
