CRS is currently seeking qualified candidates for the position of: Government & Community Liaison, Continuity of Learning Education and Resilience Project to be based in Port-au-Prince, Haiti

Description:

CRS is recruiting for a Deputy Government & Community Liaison for an education and resilience activity (Continuity of Learning) to improve foundational skills in reading, literacy, and social emotional learning by building and strengthening the capacity of teachers, schools, and communities with appropriate support for learners in grades 1 through 4 to benefit from a resilient education system that delivers uninterrupted access to a safe, quality education.

CRS leads the Continuity of Learning (CoL) activity, in partnership with The Global Center for the Development of the Whole Child, University of Notre Dame and the Commission Épiscopale pour l'Éducation Catholique, and in collaboration with the United States Agency for International Development (USAID), and the Ministry of National Education and Vocational Training, (MENFP).


Fonctions

Job Summary:

The Government and Community Liaison, in coordination with the Project Director will be responsible for engaging and strengthening relations with MENFP and Education partners such as BID, and UN; as well as community engagement to strengthen sustainability of project activities. As Government and Community Liaison, you will work as part of a team on a large project and provide oversight of a key coordination function of the USAID Education and Resilience project to serve the poor and vulnerable. The Government and Community Liaison will also be responsible for providing technical support, coordination, and programmatic guidance as well as evidence-based input for strategic planning with the Project Director with regards to Distance Learning Strategies and ensuring Safe Learning Environments. S/He will work with the team to provide technical guidance on community engagement activities to the Haiti Project Director. The technical team will entail experts in the relevant technical areas (Literacy, SEL, school leadership, school community resilience, and education governance). S/He will foster a positive environment of collaboration with project stakeholders including but not limited to other donors, implementing partners and MENFP counterparts. Your management and technical knowledge will ensure the delivery of high-quality programming.


Qualifications réquises

Roles and Key Responsibilities:
• Manage the development and implementation of community and government engagement strategies in coordination with technical team and consortium partners, including the Safe Learning Environment component of the CoL project.
• Act as primary focal point and point of contact for engagement and coordination with MENFP and Education Partners. Prepare, organize and implement coordination meetings with relevant MENFP and Education Sector partners at National and Departmental levels.
• Provide oversight of outreach strategies to engage community and consolidation of the USAID Education and Resilience project.
• Contribute to ensuring coordination between program and partners. Contribute to ensuring the CRS program quality standards are adhered to per MEAL policy and procedures.
• Promote, uphold and model a commitment to the efficient use of agency and donor resources.
• Maintain relationships with key staff of consortium partner organizations in regard to area of responsibility. Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation in line with CRS partnership principles.


Conditions particulières

Basic Qualifications
• Master’s degree in International Development, International Relations or a relevant technical area (i.e. human sciences, education, pedagogy, psychology, sociology or other humanities)
• 5 years’ relevant management and technical experience; 10-15 years’ experience highly preferred.
• Knowledge and experience working with Education Sector partners and donors

Required Languages – English, Haitian Creole and French required.

Preferred Qualifications
• Recognized technical experience and qualifications in education
• Demonstrated experience of successful management, including management of functions of complex, multi-activity projects.
• Staff management experience and abilities that are conducive to a learning environment.
• Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
• Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
