Fonctions

This post will be responsible for the overall coordination, planning, provision of technical direction and oversight to local partners implementing the UNPBF project in the country.

The post holder will also provide programme quality oversight focusing on Monitoring, evaluation and
learning (MEAL), responsible for documenting baseline, endline, monitoring, evaluation and learning.

The role is responsible for recommending grants to partners, and leading in project and budget management in line with Christian Aid and UNPBF policies and procedures, that ensures effective disbursement of funds to Christian Aid partners, ensures funds are used for approved purposes, and timely reporting based on robust data on activities, outputs, outcomes and impact of the project in line with the project M&E plan, ensuring full and effective implementation of the work plan, and working with key stakeholders to build relationships and support effective implementation. The project officer will ensure that project/s are delivered on time, within budget and to scale, in line with the project proposal and budget. The post holder will also liaise closely with colleagues at CAI and PFD to inform them of the project’s progress, issues that need to be resolved and be responsible for gathering reports from partners and compiling all UNPBF reports using the correct templates. The post holder will also constructively engage with the UNPBF focal person in-country to deliver on our mutual strategic objectives to advance the project.


Qualifications réquises

Essential
- Undergraduate qualification in the social science, peacebuilding, conflict resolution, or equivalent from a recognized university
- Significant field experience in implementing peacebuilding and conflicts management projects for NGO/INGO
- Developed understanding of humanitarian, development, peacebuilding work and continuum
- Detailed understanding of Sphere, Safeguarding, Programme Quality and Minimum Standards
- Detailed understanding of programme cycle management approaches and tools – including participatory planning, monitoring and evaluation.
- Demonstrated experience working with key institutional donors including UN, UNPBF, USAID, bilateral governments
- Demonstrated experience and skills in policy, advocacy and programme communications, to closely liaise and engage with key stakeholders and ensure constructive outcomes
- Demonstrated capacity in constructively engaging local authorities and local partners.
- Ability to work under minimal supervision and capture impact on all program and project indicators
- Highly developed organization, coordination, report writing and team management skills with strong and effective communication and presentation skills
- Ability to communicate in English and French

Desirable
- Experience multistakeholder development programmes and projects.
- Experience with MEAL (Monitoring, Evaluation, Accountability and Learning)
- Familiarity with logistics in emergencies
- Specialized qualification in development and peacebuilding work is highly preferred.

Relationships
External :
The role is responsible for managing relationships with local partners, country and national Government and other stakeholders, to ensure full and effective delivery of the project and meet the goals and objectives of Christian Aid’s agreed MEAL plan, Results Framework, and Proposal with the UNPBF

Internal :
The role links up strongly with the MEAL Officer (Monitoring Evaluation Accountability and Learning), Finance and operations Officer, and other relevant officers in the Country Programme and Regional Offices; our team in PFD and the team in Christian Aid Ireland. The role has the responsibility of ensuring good relations with other roles in fundraising, Peacebuilding and Conflict Prevention, and advocacy in Christian Aid in the UK and Ireland

Analytical skills
Ability to analyse and scan the operating context and manage the project accordingly generating new ideas and more effective processes. Understand the operational contexts and works to actively adapt and ensure full and effective delivery of the project and all its commitments, mitigating potential harm, ensuring conflict sensitivity and managing risks.

Ability to learn, read widely and seek out divergent opinions within Christian Aid and outside in the thematic focus area and apply it to improve programming is critical to being the focal expert in the subject matter within the country programme.
