Introduction

The database administrator is hierarchically supervised by the IT Section Manager. As a member of the UGP staff, the database administrator undergoes an annual performance evaluation following the standard UGP process.

For several years now, PEPFAR (President Emergency Program for AIDS Relief) has been providing the Haitian Government with considerable technical and financial support as part of the national response to HIV/AIDS. Following the earthquake of 12 January 2010 and the outbreak of the Cholera epidemic during the same year, this financial assistance was extended to other projects (Nutrition, FETP, Surveillance, EMOCS, Cholera, Filariasis, Malaria, Tuberculosis) to support the actions of the Ministry of Public Health (MSPP) with a view to achieving the Millennium Development Goals (MDGs). This program, in addition to its operational components executed through accredited civil society organizations, also extends to various public health institutions.
This public component of the program is managed by the MSPP/PEPFAR Project Management Unit (UGP) in close collaboration with the MSPP and already reaches all institutions providing health services related to VIH and covid. This structure must ensure the management of health information related to the aspects considered in these subsidies and this through the institutions of the country supported by PEPFAR project. To improve the quality of the data, the UGP/MSPP office recruits Database administrators who will ensure the exploitation in good condition of the databases hosted on UGP infrastructure. She/he will ensure that the databases are always up and running and data accuracy and timeliness are guaranteed and accessible.


Fonctions

• Configuring servers and databases
• Create backup files, restore, analyze, and optimize databases.
• Linux Operating system (Ubuntu & Debian)
• Cloud Computing performance (AWS)
• Monitoring the performance of hardware and software
• Ensuring all hardware and software are updated.
• Authenticating data
• Preserving data integrity
• Extracting and/or loading data
• Setting up cybersecurity measures
• Ethically handling private data, including financial and/or healthcare data
• working with database software to find ways to store, organize and manage data
troubleshooting.
• Keeping databases up to date
• Helping with database design and development
• Managing database access
• Designing maintenance procedures and putting them into operation
• Ensuring that databases meet user requirements.
• Liaising with programmers, applications/operational staff, IT project managers and other technical staff
• Managing database security/integrity and backup procedures
• Implementing security measures
• Defining objectives through consultation with staff at all levels
• Writing reports, documentation, and operating manuals
• Testing and modifying databases to ensure that they operate reliably.
• Providing user training, support, and feedback
• Writing disaster recovery plans
• Archiving data
• Perform all tasks necessary to achieve satisfactorily his/her duty.
• Provide assistance to sites/hospitals disseminated across the country and to all partners working jointly with UGP.


Qualifications réquises

Education, Experience & Certification

Education:
• Four-year college degree information technology or computer science
• A bachelor's degree in information technology or computer science
• Relevant knowledge in Microsoft Windows server, Linux server, AWS, SQL Server, MySQL, MongoDB, Dockers, ETL Tools.
Experience:
• Five years in Database administration
• Strong experience in follow-up with UGP/MSPP HIV sites is very helpful.
• Strong experience in iSante/iSantePlus/Fingerprint systems is very helpful.
Certification:
• Certifications in database management system is not required, but it is very helpful.
• Certification in Linux system administration is not required, but it is very helpful.
Spoken and written languages:
• Fluently spoken and written French. Required. English (Level IV)
