Introduction

Project Background
USAID’s Feed the Future Haiti Resilience and Agriculture Sector Advancement (HRASA) project is a 5-year activity implemented by DAI. HRASA builds on USAID’s decades of investment in the Haitian agricultural sector and catalyzes the resourcefulness and innovation of Haitian market systems actors to transform agricultural market systems, so they are more competitive, inclusive and resilient—ultimately advancing Haiti’s food security, sustainable economic development. HRASA’s overarching goal is to increase individual household and community resilience through strengthened and well-functioning and inclusive market systems.

• Objective 1 focuses on improving the efficiency/effectiveness of existing market system actors
• Objective 2 stimulates and expands PSE and investment in agricultural market systems
• Objective 3 focuses on households and communities that are at risk of becoming extremely poor if unable to withstand and recover from recurrent shocks and stresses—strengthening their capacities to participate in markets system opportunities.

Using a market systems approach, HRASA facilitates smallholder farmers’ connection to competitive markets and build on existing opportunities to promote inclusive and resilient economic development. HRASA supports the uptake of market-focused applied research and extension to develop selected agricultural market systems. All activities take place in communes in the two defined Resilience Focus Zones (RFZs): the southern Les Cayes region and the North-Northeast- Central Plateau region.

Position Description
The Deputy Chief of Party (DCOP), a key personnel position requiring USAID approval, will provide oversight of all aspects of the day-to-day implementation, personnel management, monitoring, and reporting contributing to the achievement of HRASA’s goal and purpose. The DCOP will supervise the Leads for Objectives 1, 2, and 3, and the Grants and Gender units. S/he serves as a critical team member/leader of the HRASA project, mentoring individuals and collaborating closely with other management staff for effective supervision.

The DCOP will help lead an interdisciplinary team that ensures successful HRASA activity implementation through its technical guidance at the component level. The DCOP will ensure cohesiveness across the technical team and the necessary operational efficiencies required to implement sound technical strategies and achieve specific objectives. The DCOP will help supervise the planning, design quality and follow-up of the technical activities that result in meeting HRASA activity indicators. The DCOP will collaborate with the MEL and Communications teams.

Key Duties and Responsibilities
The DCOP responsibilities include:
• Designing and leading staff and partner trainings on market systems assessments, SME development, and public-private partnership facilitation.
• Fostering and facilitating partnerships with a wide range of stakeholders (local NGOs, private sector companies, government agencies, financial institutions, research institutions, and community-base organizations).
• Creating sustainable linkages between market actors including SMEs, stallholders, and agribusinesses within supply chains to broadened engagement in the markets and increase overall effectiveness and profitability.
• Utilizing market systems and/or M4P approaches to identify market and trade regulatory constraints; to design market entry strategies for old and new markets, products and services; and to assess and analyze market opportunities and the competitiveness of local products and services.
• Assisting local entrepreneurs in identifying and attracting foreign and local investment.
• Participating in periodic reviews of progress under the Annual Work Plan, adapting plans and activities as appropriate in collaboration with other team members, and co-designing and iterating the ways that HRASA operates and implements its technical activities, including serving as a key technical advisor, especially when aiding in adapting program objectives to the Haitian context.
• Contribute to annual work plans and quarterly updates. Work plans will identify tasks and contributions (including specific deliverables) for each task, and timelines (work schedule) to carry out all activities and prepare all deliverables.
• Develop action plans that identify and plan next steps for each activity/contribution as informed by on-going progress under the HRASA program.
• Assisting in evaluating the performance of program activities and preparing regular progress reports detailing program results against strategic objectives and intermediate result indicators. This will include:
o Collaborating with team members, including the Communications and Learning unit, to analyze performance data and consider any needed changes to resource allocations and programming.
o Review the teams’ and partner’s actions, results, and products on an -on-going basis ensuring good and timely progress as set forth in the annual work plan and periodic updates.
o In collaboration with the M&E Specialist, evaluate the performance of the program activities, review and update/revise learning questions and prepare regular progress reports detailing program results against strategic objectives and intermediate result indicators.
• Ensuring that key cross-cutting gender and social inclusion considerations are built into project activities.
• Collaborating with the MEL team as needed in capturing and analyzing all the performance indicators and data.
• Supervising the Grants Unit and the Technical Teams to effectively utilize the HRASA grants fund.
• Conducting regular field visits to offices and intervention areas within the RFZs
• Developing and maintaining effective working relationships with relevant USAID, Government of Haiti, local government, community leaders and other stakeholder representatives.
• Monitoring policy and political changes that potentially affect implementation or delivery, and propose adaptive measures.
• Identifying needs for additional short-term technical assistance (STTA) as required to support the annual work plan.
• Drafting potentials STTA scopes of work and/or requests for grant applications.
• In collaboration with the Communications team, communicating and disseminating results through publications, training, workshops, and other events.
• Act as Chief of Party when required and perform other duties as requested by the Chief of Party.


Qualifications réquises

Required Qualifications
• University degree in relevant field (such as economics, agriculture, rural development, or sciences).
• 8 years of demonstrated senior leadership roles on donor-funded projects or with the private sector.
• Advanced technical expertise in agricultural market systems, PSE, or resilience.
• Track record of working in teams and fostering collaborative partnerships among diverse stakeholders.
• Excellent oral and written communication skills in English, French and Haitian Creole.

Desired Qualifications
• USAID experience.
• Demonstrated track record of working with Haiti’s private sector to foster collaborative. partnerships and to improve the economic enabling environment for SMEs, smallholders, and vulnerable populations.
• Demonstrated experience incorporating gender and social inclusion activities into economic development programs.
• Demonstrated experience utilizing the Making Markets Work for the Poor (M4P) approach.
• Ability to work and quickly adapt to a complex and volatile environment.


Conditions particulières

Position is open to Haitian nationals only, or Haitian nationals with dual citizenship.


Conditions de travail

- 40 hours a week from Monday to Friday

- The DCOP will be based in Cap Haitian, with travel throughout the Northern, Northeastern and Central RFZ and frequent travel to the Southern RFZ as well as other locations in Haiti.
