Activity Summary:

The USAID/Haiti Programme d’Appui à la Rentabilisation de l’Elevage (PARE) is a five-year activity implemented by Land O’Lakes Venture37. The PARE activity aims to improve the resilience capacities to enable households and communities to withstand recurrent shocks and stresses, while helping them experience increased food security. The purpose of PARE is to increase the resilience of households and communities in the Northern and Southern Resilience Focus Zones through the improvement of the livestock market system. Its three main objectives are to:




1) Improve productivity of the livestock sector in the resilience focus zones;

2) Increase the accessibility of inputs and services in the livestock market system; and

3) Improve marketing and private sector engagement in the sector.



The activity aims to advance livestock production (cattle, poultry, goats, sheep, eggs, and dairy) market systems and to diversify incomes to increase the resilience of communities in two Resilience Focus Zones (RFZ) - one is located in the southern region (South Department) and the other in parts of the north (North, Northeast and Centre Departments). The Activity will address key opportunities and constraints to increase livestock productivity, facilitate private sector engagement, and manage environmental and natural resource considerations. PARE will build upon lessons learned from past USAID and other donor funded activities and will coordinate closely with existing and planned USAID and other development partner programs and will align with the Government of Haiti’s priorities.

Fonctions

Position Summary:

The Procurement Specialist will be primarily responsible for the purchase of all goods, services and equipment for the PARE Activity. Most notably, this position will conduct procurement of goods and supplies for grantees who are receiving an in-kind or other type of grant or technical assistance in the PARE Market Ignition Fund. Most procurements will be locally purchased within Haiti, but some may require importation. This position is located in the PARE office in Cap Haitien. This position will report to the Grants Manager.





Primary Responsibilities:

Manage and monitor the PARE comprehensive procurement plan that will achieve the objectives of the project.
Organize and lead preferred provider procurement for common goods and service purchases (done on a bi-annual basis)
Facilitate and convene internal selection committees to evaluate bids and offers and make selections, in compliance with Venture37 procurement policies and procedures;
Prepare procurement paperwork and obtain the necessary approvals;
Draft and execute contracts for short term technical assistance (STTA) or Service Providers; Prepare requests as appropriate for USAID approval when necessary.
Monitor performance of suppliers against the contract awards.
Assess products delivered and prepare payment requests to the suppliers as per signed contracts.
Maintain and keep procurement records per V37’s procurement policies and practices on appropriate platforms (DevLink and Cobblestone)
Carry out any other tasks assigned by the Grants Manager or Finance Operations & Compliance Manager (FOCM).
When necessary, procure specialized equipment from abroad and import to Haiti. This may involve working with USAID to collaborate with their procedures.


Qualifications réquises

Required Skills & Qualifications:

Bachelor’s degree in Business Administration (or similar).
4 years of experience as a procurement officer or in a similar position in Haiti.
Understanding of USAID Procurement guidelines
Strong communication and negotiation skills.
Good analytical and multitasking skills.
Excellent attention to detail and organizational skills
Computer literate and excellent oral and written skills.
Ability to work independently in a fast-paced environment
Fluency in spoken and written English and French


Desired Skills and Qualifications:

Conversational Haitian Creole
CIPS certification level 1 or 2
Experience with USAID Contracts
Experience with importing equipment in Haiti and clearing equipment from customs
