Program Summary
The August 14, 2021 earthquake, measuring 7.2 on the Richter scale, devastated the Grand-Sud and Nippes departments in Haiti. Mercy Corps, as a humanitarian organization accustomed to managing emergencies, was one of the first international organizations to arrive for a rapid needs assessment. Mercy Corps was awarded funding from USAID's Bureau of Humanitarian Assistance (BHA) to provide Multi-Purpose Cash Assistance (MPCA) to vulnerable earthquake-affected households, WASH support in earthquake-affected areas of Haiti, and financial support to producer associations and small businesses to support livelihood recovery. The MPCA will enable beneficiaries to meet immediate critical basic needs caused by the destruction caused by the August 14, 2021 earthquake. WASH assistance will focus on hygiene promotion, NFI WASH kits, and the repair and implementation of long-term water systems, and livelihoods support will focus on small cash transfers for agriculture and businesses to provide support where needed. Mercy Corps Haiti aims to strengthen systems and mechanisms that enable sustainable development, emergency response, and peaceful processes through high quality, high impact programming. Mercy Corps is helping communities in Haiti transition from crisis to transformative recovery and sustainable development. As part of our ongoing response to emergencies and disasters in Grande-Anse, Mercy Corps is seeking an experienced Senior MEL Officer for its USAID/BHA-funded earthquake response program.


Fonctions

General Position Summary
The Monitoring, Evaluation and Learning (MEL) Officer will work with the Mercy Corps program team as well as local partner organizations to oversee, support, and ensure the monitoring, evaluation, and learning of the program. The Senior MEL Officer will be responsible for supporting the MEL Manager to oversee the MEL system design and implementation of MEL-related activities, like data collection and analysis, to facilitate learning and decision making for the program team and contribute to accountability and reporting requirements. The Senior MEL Officer will ensure that MEL-related processes, systems, and tools for the entire program are in place, effectively implemented, and well synchronized among program team members, activities, and sites. The Senior MEL Officer will be an integral member of the program learning and reflection processes, such as leading or facilitating discussions and interpretation of indicator data and program performance results.

Essential Job Responsibilities
MEL DESIGN & PLANNING
o Support adherence to Mercy Corps’ Program Management (PM) Policy, in particular the MEL Policy.
o Support the development and/or refinement the program M&E Plan, Learning Plan, and MEL Technology Plan, including plans for data quality assurance and data privacy and security, and ensure regular review and update of all MEL plans throughout the life of the program, as needed.
o Support the setup and operationalization of the MEL system, including technology setup (i.e., TolaData, databases, filing, etc.) and any required orientations and/or training for other MEL, program, and/or partner team members.

MEL IMPLEMENTATION
o Work closely with other MEL, program, and partner team members to ensure effective monitoring, evaluation, and learning of program activities and results.
o Participate in and/or support the monitoring of program activities, including support on Work Plan monitoring by program team members.
o Participate in and/or support the design and implementation of MEL-related evaluations and studies (e.g., baseline survey, midline survey/midterm evaluations, endline survey/final reviews/evaluations, etc.)
o Participate in and/or support data quality assurance practices, include Data Quality Audits/Assessments (DQAs).
o Participate in and/or support data privacy, security, and filing best practices and policies.
o Participate in and/or support data-driven learning and decision-making practices and events.
o Regularly update and use of TolaData, Mercy Corps’ program indicator management and tracking system, for program performance tracking and decision making.
o Support the coordination of M&E-related reporting (e.g., donor reporting, Mercy Corps’ Annual Participant Count, etc.) with program team members, award/grant management, and local partners, ensuring adherence to any donor or Mercy Corps requirements (e.g., formats, timeframes, etc.)
o Other duties as assigned.

o Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants and to international standards guiding international relief and development work, while actively engaging participant communities as equal partners in the design, monitoring, and evaluation of our programs.

MEL Officer, MEL Assistant, CARM Assistant.

ACCOUNTABILITY
Reports Directly to: Head of Office Grande-Anse / Livelihoods Manager.

Works Directly with: Deputy MEL Manager, Deputy Program Manager ERMS, Logistics Officer, Procurement Assistant, Finance Assistant, Admin/HR Assistant, and field staff.


Qualifications réquises

KNOWLEDGE AND EXPERIENCE
o University degree.
o At least three (3) years of monitoring, evaluation, and learning (MEL) experience, including setting up, operationalizing, and running MEL systems.
o Demonstratable understanding and skills in the data lifecycle (i.e., data design, collection, management, analysis, visualization, and interpretation) for quantitative and/or qualitative methods).
o Strong computer literacy with a full knowledge of MS Office applications. Experience with MEL technologies preferred (e.g., Ona, CommCare, R, SPSS, STATA, Epi Info, Atlas.ti, MaxQDA, PowerBI, etc.).
o Strong skills in communication, organization, coordination or facilitation, and consensus building.
o Previous experience working on USAID/BHA funded programs, preferred.
o Fluent in both spoken and written French is required; good knowledge or proficiency of English is preferred.
