Program Summary
The August 14, 2021 earthquake measuring 7.2 on the Richter scale devastated the Grand-Sud and Nippes departments of Haiti. Mercy Corps, as a humanitarian organization accustomed to dealing with emergencies, was one of the first international organizations to arrive for a rapid needs assessment. As of August 26, 2010, the number of people in need of emergency humanitarian assistance was estimated at 650,000 people with 634,000 in need of multi-sectoral assistance. International aid organizations continue to conduct assessments and evaluate the most urgent needs of the affected population. According to the United Nations Office for the Coordination of Humanitarian Affairs, essential infrastructure including water, sanitation and health facilities have been destroyed and livelihoods have been completely devastated. As a result, preliminary assessments indicate the most urgent needs as basic NFI; water, sanitation and hygiene (WASH); food and shelter. Mercy Corps as a humanitarian organization has already begun a response by distributing non-food items and with funding from USAID will implement a WASH and cash transfer program to assist vulnerable populations.
General Position Summary
The Monitoring, Evaluation and Learning (MEL) Officer will work with the Mercy Corps program team as well as local partner organizations to oversee, support, and ensure the monitoring, evaluation, and learning of the program. The Senior MEL Officer will be responsible for supporting the MEL Manager to oversee the MEL system design and implementation of MEL-related activities, like data collection and analysis, to facilitate learning and decision making for the program team and contribute to accountability and reporting requirements. The Senior MEL Officer will ensure that MEL-related processes, systems, and tools for the entire program are in place, effectively implemented, and well synchronized among program team members, activities, and sites. The Senior MEL Officer will be an integral member of the program learning and reflection processes, such as leading or facilitating discussions and interpretation of indicator data and program performance results.

Essential Job Responsibilities
MEL DESIGN & PLANNING
• Support adherence to Mercy Corps’ Program Management (PM) Policy, in particular the MEL Policy.
• Support the development and/or refinement the program M&E Plan, Learning Plan, and MEL Technology Plan, including plans for data quality assurance and data privacy and security, and ensure regular review and update of all MEL plans throughout the life of the program, as needed.
• Support the setup and operationalization of the MEL system, including technology setup (i.e., TolaData, databases, filing, etc.) and any required orientations and/or training for other MEL, program, and/or partner team members.

MEL IMPLEMENTATION
• Work closely with other MEL, program, and partner team members to ensure effective monitoring, evaluation, and learning of program activities and results.
o Participate in and/or support the monitoring of program activities, including support on Work Plan monitoring by program team members.
o Participate in and/or support the design and implementation of MEL-related evaluations and studies (e.g., baseline survey, midline survey/midterm evaluations, endline survey/final reviews/evaluations, etc.)
o Participate in and/or support data quality assurance practices, include Data Quality Audits/Assessments (DQAs).
o Participate in and/or support data privacy, security, and filing best practices and policies.
o Participate in and/or support data-driven learning and decision-making practices and events.
• Regularly update and use of TolaData, Mercy Corps’ program indicator management and tracking system, for program performance tracking and decision making.
• Support the coordination of M&E-related reporting (e.g., donor reporting, Mercy Corps’ Annual Participant Count, etc.) with program team members, award/grant management, and local partners, ensuring adherence to any donor or Mercy Corps requirements (e.g., formats, timeframes, etc.)
• Other duties as assigned.

Works Directly With: Emergency Manager, Deputy Manager WASH, Senior Market Officer, Senior Logistics Officer, HR and field staff.


Qualifications réquises

Knowledge and Experience
• University degree;
• At least three (3) years of monitoring, evaluation, and learning (MEL) experience, including setting up, operationalizing, and running MEL systems;
• Demonstratable understanding and skills in the data lifecycle (i.e., data design, collection, management, analysis, visualization, and interpretation) for quantitative and/or qualitative methods;
• Strong computer literacy with a full knowledge of MS Office applications. Experience with MEL technologies preferred (e.g., Ona, CommCare, R, SPSS, STATA, Atlas.ti, MaxQDA, PowerBI, and/or Tableau);
• Strong skills in communication, organization, coordination or facilitation, and consensus building;
• Previous experience working on USAID/BHA funded programs, preferred;
• Fluent in both spoken and written French is required; good knowledge or proficiency of English is preferred.
