Program History (Reference plan / EPP):
Besides having a low covid-19 infection rate, Haiti continues to struggle with challenges of effective and sustainable response to the COVID-19 crisis on top of ongoing political and socio-economic crises.

One of the main challenges the GoH and health stakeholders are currently facing is the development of a national covid-19 vaccination strategy and plan to assure a last mile reach, prioritizing the needy population groupings, and effective management of negative and anti-covid-19 vaccination social messaging and campaigns.

CARE Haiti continues to play a leading role in the covid-19 emergency response across its operational areas, focusing on supporting risk communication messaging, and social behavior change, and emergency response coordination. However, in the past 3 months, the country programme has gradually shifted its covid-19 emergency response approach, from stand-alone interventions to mainstreamed activities into long term reconstruction and development projects.

Today, as Haiti prepares for the covid-19 vaccination campaigns, there is a critical need for policy advocacy aimed at influencing the national covid-19 vaccination strategy development and implementation plans to assure a joined up approach and adequate resources for building social trust and acceptance of covid-19 vaccines and vaccination campaigns.

The covid-19 response policy advisor will provide a stewardship and thought leadership role to the CO covid-19 vaccination engagement. The recipient of the role will focus on: (1) increasing CARE Haiti participation in the national covid-19 vaccination strategy development, and rollout planning; (2) providing technical thought leadership to project teams on approaches for effective engagement in covid-19 vaccination processes at the department and commune level; and (3) supporting CARE Haiti fundraising efforts on covid-19 response, including vaccination.

• Actively participate in covid-19 vaccination coordination meetings.
• Activity participate in consultation meetings on the national covid-19 vaccination strategy, and rollout planning.
• Technical backstop project teams to engage in covid-19 vaccination planning and rollout at department and commune level.
• Identify potential covid-19 vaccination funding opportunities, and lead the CO efforts to respond the selected opportunities.
• Document and share the CO experience on COVID-19 vaccination engagement.
• Lead CARE Haiti participation in at least 3 clusters of strategic interest for the CO on covid-19 vaccination programming.
• A scope of work (including tools) for CARE Haiti active projects engagement in covid-19 vaccination planning and roll-out.
• A map of local social structures with potential to support covid-19 vaccination rollouts.
• Lead the development of at least 1 concept note/full proposal for a COVID-19 vaccination intervention.


CARE Haiti thought leadership role in national and local level covid-19 vaccination programming recognized.

CARE Haiti is looking for someone with either policy advocacy or vaccination campaign planning experience.
