Introduction

CHEMONICS's GHSC-PSM project funded by USAID is looking for a Warehouse Manager .


Fonctions

The Warehouse Manager ensures the overall warehouse management and supervision of the GHSC-PSM warehouse(s) and oversees the staff to perform accurate and systematic warehouse operations related to the receipt, storage and distribution of health related commodities with the objective of ensuring continuous timely delivery of high quality medicines, test kits, laboratory products and Family Planning commodities to clinics and hospitals which are part of the HIV/AIDS and Family Planning health network. She/He provides professional development supports team work and ensures that the system is operational and meets international known warehouse standards.
The Warehouse Manager helps to maintain, and to share updates of the warehouse stock status and distribution plans to all key stakeholders and provides regular reporting as required. She/He provides operational guidance to ensure regulatory compliance in all accurate and complete recording/ documentation as well as the distribution of commodities. She/He ensures that standard operating procedures are written, updated annually and followed. The Warehouse is responsible for gathering and analyzing data and identifying needs. She/He will prepare timely reports, and give feedback and information flow for the warehouse activities, stock status and distribution plan.

The Warehouse Manager performs his or her responsibilities while developing and maintaining strong relationship with stakeholders. She/He works closely with the Distribution Manger and the Commodities & Logistics Director and participates in work-plan development, strategic planning, and USAID and GHSC-PSM and the follow-on project, working towards empowering and passing responsibilities in the warehouse to the Haiti government and private sector partners as required. She/He supervises the warehouse staff.

Specific tasks to be completed under this SOW are as follows:
• Supervise and monitor warehouse activities and processes to ensure continuous availability of quality pharmaceutical commodities, and laboratory supplies including test kits, and other products related to HIV/AIDS, and FP commodities.
• Ensure the warehouse operates to international standards for pharmaceutical warehouse including WHO GWP and GDP.
• Ensure regulatory compliance for warehouse operations including clearance, receiving, inspection, testing, storage, registration and accurate and complete recording/documentation and distribution under optimal conditions.
• Working closely with other members of the GHSC-PSM team, ensure accurate, timely, and efficient shipment of all customer orders. Regularly communications with clients concerning the timely and effective distribution of related products and to resolve relevant queries.
• Perform regular within the warehousing and proactively alert Commodities & Logistics Director of potential products or process related issues shortages, expiries, damaged products, distribution network problems) and recommends solutions.
• Manage the optimization and maintenance of warehouse systems as required.
• Develop, maintain, and implement effective and relevant Standard Operating Procedures (SOPs) of all actions related to the warehouse to include receiving of stock, returns, storage bin management, health and safety, etc.
• Supervise and manage warehousing staff performance to ensure adherence to SOPs, specific to warehouse processes including receiving, replenishment order releasing, picking, checking, packing, stock counts, health and safety, etc. Train newly appointed staff under his/her supervision on current valid standard operating procedures related to his job, during the given training program period. Communicate and train in a timely manner any changes to the SOPs
• Introduce a Quality Management System (QMS) in preparation for obtaining ISO 9000.
• Working closely with the Commodities & Logistics Director and the Health System Strengthening and other key team members, actively work towards empowering stakeholders in the Ministry of health, Haiti, and any other designated stakeholders, to increasingly accept responsibility for management of their own public health supply chain system.
• Identify, plan and document the need for short-term technical assistance (STTA) to strengthen supply chain capacity and warehouse operations and management reporting and budget control. Establish and measure key performance indicators for the business as required, and provide need reports in a timely manner to the Monitoring and Evaluation team.
• Participate in senior management meetings, work-plan development, transition planning, and reporting as required.
• Perform other duties as assigned.


Qualifications réquises

• Diploma and/or Bachelor’s degree in business with concentration in warehouse management preferred.
• At least five years of experience of managing a warehouse to international pharmaceutical standards, of which at least three years must have been spent in a senior management position, in a pharmaceutical or public health supplies management environment.
• Able to multi-task, work under pressure and within timelines
• Possess exceptional client management skills, excellent interpersonal skills, sound judgement, communication skills and high ethical standards.
• Knowledge of appropriate methods for data analysis and reporting warehouse related information.
• Demonstrate intermediate computer skills in Microsoft Office suite applications including Word, Excel, Power Point
• In depth knowledge of warehouse management software.
• Able to interact at high level with clients/ partners and stakeholders.
• Able to work in team environment, demonstrating leadership.
• Proficiency in French is required. Able to communicate in English, especially reading/writing, is highly preferred. Ability in Creole desirable
• Ability to travel within Haiti.
• Understanding of International Standards and Quality Management Systems.
