Introduction

As part of the “Yon Kominote pou nou tout” project which aims to contribute to prevent segregation and isolation of persons with disabilities and allow for meaningful choices and access to mainstream community facilities on equal basis with others; “enpaK” is looking for a Monitoring, Evaluation and Learning Officer.


Fonctions

Under the supervision of the Project Manager, the MEL officer will provide monitoring and evaluation (M&E) and research support for strategic decision-making and will lead routine M&E, research and learning activities. S/he will be responsible for developing the MEL system and support all project stakeholders as well as developing methods and milestones to monitor the project’s progress towards its goals and contributing to program strategy to ensure that activities are carried out as planned and the program objectives are being achieved.


Qualifications réquises

Minimum 5 years of experience providing technical direction in support of monitoring evaluation and learning activities for project design, implementation, and assessment
• Proven experience in development of M&E tools, data analysis, data use, and assessments
• Proficiency in data management and analytic software e.g. MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata etc
• Be familiar with USAID regulations
• Knowledge of the Rights of Persons with Disabilities
• Be aware of non-discrimination, inclusion and diversity
• Ability to plan and organize work
• Ability to work in an environment that promotes diversity
• Excellent analytical and writing skills
• Proven skills in the development of narrative and technical reports and conducting results evaluations
• Excellent interpersonal and communication skills
• Respect of deadlines
• Respect for confidentiality

Education :
• Master’s degree on statistics or other relevant field or equivalent experience
Language :
• French, Creole and English mandatory. Sign Language a plus.


Conditions de travail

• Be available to work outside regular working hours
• Be available for travel to the Project interventionwhich are: Fort-Liberté, Ouanaminthe, Cap, Plaine du Nord, Lascahobas, Maissade and La Gonâve
