Compassion Health / Strategys is recruiting on behalf of their client Chemonics, for a Forecast and Quantification Manager

PROJECT: Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) Haiti

Background:

The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.

Overall responsibility:

He/She shall primarily be responsible for the quantification and development of specifications of HIV/AIDS related commodities with an emphasis on laboratory related commodities. He/She will be responsible for the quantification of these commodities using tools such as Quantimed, other updated ones as well as specifically laboratory quantification tool. He/She shall be responsible for analyzing and managing the PipeLine for antiretroviral (ARVs) and other major HIV/AIDS commodities as well as test kits, major drugs to treat opportunistic infections and sexually transmitted infections. The quantification and forecasting manager will have also to quantify Family Planning, Reproductive Health and Maternal, child health commodities in support to these programs. He/She will elaborate quantification reports to analyze and submit to all relevant units in country or at Home Office.

Specific tasks to be completed under this SOW are as follows:
? Complete and document annual forecasts and quarterly updates of supply plans in accordance with relevant SOPs and Work Instructions.
? Upload forecasts and supply plans into appropriate platforms in accordance with the procedures determined by Home Office.
? Develop and maintain skills in quantification methodologies and software tools such as Quantimed and Pipeline.
? Produce all relevant reports and post their data on a timely manner on USG software as well as on Home Office ones
? Monitor constantly pipelines for all HIV/AIDS commodities to ensure that adequate quantities of required commodities are readily available for distribution, using available tools.
? Work with GHSC-PSM Procurement Officers to ensure execution of commodity procurement while monitoring costs and lead time.
? Coordinate closely with all partners and other stakeholders to ensure rational and timely procurement of HIV/AIDS related commodities.
? In coordination with GHSC-PSM Deputy Country Director, meet regularly with clients to discuss current orders, upcoming deliveries and immediate future needs.
? Elaborate stock level reports to share in all relevant partners coordination meetings.
? Perform other tasks as requested by the Deputy Country Director and programs specialist.

? Bachelor’s degree in pharmacy or a relevant field.
? At least 5 years of work experience in pharmaceutical/lab/public health supplies forecasting and quantification.
? Demonstrated Experience in relevant forecasting software (ex Quantimed, ProQ and PipeLine), or other similar computer software programs, as well as general-purpose software such as Excel, Access, etc.
? Knowledge and comprehensive understanding of Haiti’s public health sector and working experience in Haiti preferred.
? Excellent written and oral communications skills in French and English
? Proven ability to work as a part of a leading team but also self-managing of own time.
? Advanced laboratory experience and analytical skills.
? International work experience particularly with projects funded by the United States Agency for International Development (USAID) a definite plus.
? Availability to travel to the provinces approximately 40% of the time.

Reporting:

? The Forecast and Quantification Manager will report directly to the GHSC-PSM Deputy Country Director or his delegate
? Chemonics may amend the SOW for this assignment in consultation with the employee.

Working Conditions/Duration of Assignment

This is a long-term position for the life of the contract based in Port-au-Prince, Haiti.
