Introduction

Santé is a program of the United States Agency for International Development (USAID) in Haiti implemented by Caris Foundation International, Catholic Medical Mission Board (CMMB), Haitian Health Foundation (HHF). Santé works in close collaboration with partners nationwide to support the Ministère de la Santé Publique et de la Population (MSPP) in ensuring health service delivery in over 160 clinical sites and in the community. Santé works in all ten Departments in Haiti, including the major inhabited islands. The Santé Project aims to strengthen local management and operational capacities to deliver health services and improve the accessibility and the use of quality health services. The Maternal Health Regional Technical Lead plays a critical role in the implementation of Santé. Under the general supervision of the Regional Director of Program and the Technical Director, the Maternal Health Regional Technical Lead will work with an integrated and systems strengthening approach that is fundamental to the implementation of Santé. S/he will work closely with his/her Maternal Health Regional Technical Lead counterparts as well as the Child Health Regional Technical Lead, to develop, coordinate, implement and evaluate maternal health programs and related activities in accordance with the Package of Essential Services standards. S/he will provide technical guidance to the site teams, more specifically the Community Health Coordinators, the Clinical Coordinators and the M&E and Governance Coordinators.


Fonctions

• Work closely with other regional technical leads to ensure an integrated approach and implementation all across the country.
• Participate in designing, implementing, monitoring and evaluation of appropriate and sustainable maternal health strategies to achieve project targets.
• Participate in capacity needs assessments for health-facilities staff, santé staff and government level personnel.
• Create and conduct appropriate trainings/sensitization sessions for health-facilities, santé staff and government level personnel, especially with regard to promoting maternal health.
• Provide technical and strategic guidance to implementing site teams on integrated maternal health services in line with MSPP national policies and Santé strategic plan.
• Provide technical support to the site teams during the development of work-plans and participate in the planning and budgeting activities in regard to maternal health.
• Coordinates regular technical support, mentorship and supervision of sites teams.
• Identify, document, and disseminate best practices in maternal health.
• Ensure completion of screenings, referral, treatment, ongoing care, maintenance of essential health services and tracking systems for all pregnant women in accordance with MSPP and Santé guidelines.
• Successfully implement maternal health programs centered on increasing hospital births, births attendant by a skilled attendant and both the use and access to voluntary contraceptive services.
• Coordinate comprehensive nursing services to high risk and vulnerable women.
• Ensure a strong vertical referral system with appropriate follow-up and treatment.
• Ensure an integrated horizontal range of services within maternal health and other relevant field such as FP/SRH, HIV, child health, WASH-Disaster preparedness.
• Ensure ongoing provision of maternal care by working closely with Supply Chain and Emergency Preparedness.
• Work closely with M&E for on-going data tracking in regards to maternal health indicators.
• Participate in multi-disciplinary team meetings, attend all required meetings and other training as required.
• Anticipate needs and respond to concerns related to maternal health programs
• Provide and facilitate technical leadership to programs in the areas of maternal health service delivery, task shifting and health financing.
• Ensure the effective use and coordination of technical resources.
• Coordinate on a regular basis with consortium technical partners and other key stakeholders to ensure project deliverables are met, are achieved on time and to the highest standard.
• Good management capacities, work with teams to develop technical plans, including timelines and assigned roles and responsibilities.
• Provide effective guidance and support to staff of every level assigned to the project.
• Represent the project at relevant donor meetings as well as regional and national maternal health conferences and technical meetings.
• Conduct sites visits regularly with site teams.


Qualifications réquises

• Minimum of a master’s degree in public health, nursing, health education, health administration, or related field.
• Minimum of five (5) years’ experience in a position involving community health education, public health, maternal and child health, or related health services.
• Experience in the implementation and management of health development projects, preferably in developing country context.
• Knowledge of Haitian operating environment preferred: experience in the Haitian Health system and working with the MSPP preferred
• Fluency in French, English and Creole with strong oral communication and writing skills required.
• Managerial and operational experience, donor-funded activities involving coordination with multiple program partners and institutions. Familiarity with managing USAID/PEPFAR projects and/or performance-based contracts preferred.
• Ability to write clearly, concisely, and descriptively.
• Ability to provide leadership and stability to field staff for program continuity.
• Ability to exercise sound judgment and initiative. Ability to lead groups and provide training and technical assistance to staff and teaching staff.
• Ability to monitor, analyze and evaluate program systems and procedures, making and coordinating appropriate changes. Skill in collecting and analyzing data; prepare reports and maintain records.
• Ability to maintain strict confidentiality. Ability to establish good rapport with other staff, clients, and the general public.
• Ability to effectively speak before a group, the public or community officials.
• Ability to take initiative and work with minimum supervision.
• Must be familiar with common editing software: MS Office Word, Excel and Power Point
• Willingness to frequently travel to sites and other areas as needed.
