Introduction

The M&E Manager is responsible for optimizing monitoring and evaluation of Global Fund programs, ensuring quality collection, validation, analysis and reporting of the program’s data. The Manager aims to design, develop, coordinate, and oversee all M&E activities and systems to support the improvement and ultimate achievement of the Organization’ Global Fund programs.

The Manager oversees a team of M&E coordinators and officers, and helps develop, manage and improve systems for data collection & validation as well as data sharing with partners and stakeholders.

The Manager works in close collaboration with the Organization Supply Chain Director and Health Program Coordinators as well as partners and various stakeholders in data driven decision making. Specifically, he/she ensures interoperability of the different data collection systems to provide an integrated reporting system through DHIS2 that shows trends and gaps to course correct activities implemented by the Organization or its partners. The Manager ensures that M&E data and analysis are effectively communicated to various partners and stakeholders.

The Manager works in close collaboration with the Organization Capacity Building Coordinator (with who s/he has a dotted reporting) to develop M&E capacity building activities for Sub-Recipients (SRs) based on identified weaknesses during quality assurance visits.


Fonctions

Track, Evaluate and Improve Partners Performance : 40 %
• Optimize monitoring and evaluation of Global Fund programs, ensuring quality collection, validation, analysis and reporting of the program’s data.
• Design, develop, coordinate, and oversee all M&E activities and systems to support the improvement and achievement of the Organization’ Global Fund programs, and ultimately the national HIV, TB and Malaria programs.
• Revise, and adapt reporting tools and systems to improve data driven decision making among SR and program managers;
• Contribute to designing the most efficient Quality Assurance Systems for data quality and provide appropriate oversight to Quality Assurance Officers;
• Manage and reinforce the HNQIS (health service quality assurance system) system within the Organization and with SRs;
• Analyze and communicate epidemiological, programmatic or operational results, trends, and gaps with respective teams to course correct activities implemented by SRs;
• Ensure regular coordination and communication across departments (M&E, Programs, Finance, Stock Management) to ensure efficient and coordinated data driven decision making and interventions;
• Ensure the achievement of the Organization’s programmatic objectives under the Global Fund grants.
• Work closely with the Finance and Compliance Director to prepare variance analysis for the quarterly/bi-annual/annual final reports to PSI donors.
• Collaborate with program coordinators (to whom he/she has a dotted line), partners and various stakeholders in data driven decision making.

Improve Systems, Build Capacity and Provide Technical Support : 30%
• Maintain a literature review of studies and results for all 3 diseases that are relevant for the Haitian context;
• Prepare and submit to the Executive Board all narrative and other reports required;
• Ensure the timely production of quarterly, bi-annual and annual reports, success stories and briefs to partners and donors;
• Work in close collaboration with The Organization Capacity Building Coordinator to develop M&E capacity building activities for Sub-Recipients (SRs) based on identified weaknesses and QA visits.



Manage and Mentor : 20%
• Manage, train and supervise the M&E Team Supervise all programmatic aspects of project implementation, including financial and contract management;
• Manage timely completion of activities and responsibilities;
• Develop the capacities of the local staff through good supervision, MBO setting, performance monitoring, and a good mentoring policy;
• Work with the Organization or its partners to advise on how best to build the capacity of national M&E staff, including training of state and M&E Officers.


Collaborate with Partners and Stakeholders : 10%
• Develop and coordinate the M&E capacity building agenda for The Organization Staff in collaboration with the Capacity Building Unit;
• Participate in research meetings related to program activities and strategies. Be an active participant of the National M&E Technical Working Group, work with the Organization or its partners, Research and M&E Department to ensure harmonization of tools, contribute to in-country evidence-based approach;
• Partner with HIV Support, Care and Treatment Coordinator, HSS & Malaria Coordinator, TB Treatment Coordinator, BCC Advisor working group to oversee any relevant national surveys such as the Malaria Indicator Survey from concept development to reporting of results;
• Facilitate clear lines of communication between relevant colleagues within PSI Haiti and Washington DC;
• Perform any other related duties that may be assigned by the immediate supervisor.


Qualifications réquises

• Applicants should have a minimum of a Master degree in Public Health, Health Policy & Management, Epidemiology, or Biostatistics
• Minimum of 7 years of relevant experience in program monitoring and evaluation, including 3 years of supervisory
• Proven experience in design and implementation of logistical procedures for data collection and analysis in developing countries
• Experience in using data analysis software such as DHIS2, STATA, SPSS, and/or ArcGIS
• Experience in operational rollout of bio-behavioral research studies;
• Experience supporting international development projects, funded by major international donors such as USAID or Global Fund
• Experience and knowledge in working with leadership of the Haitian ministry of health, specifically in HIV, TB, and/or Malaria;
• Fluency in English and French
• Experience in proposal writing;
• Ability to undertake field visits
• Ability to effectively engage with other partners and government institutions
• Demonstrated ability and motivation to build local staff capacity and train others
• Superior communications skills, verbal and written, including the ability to engage effectively with staff at all levels
• Ability to work in teams and under pressure.
• Working knowledge of Haitian creole
