The USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The GHSC-PSM in Haiti office will work under three of the project’s task orders – HIV/AIDS, Population and Reproductive Health, and Maternal and Child Health/Zika – to provide commodities and supply chain technical assistance. In coordination with in-country and international partners, GHSC-PSM assists programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. GHSC-PSM in Haiti currently works with 300 health facilities throughout Haiti.

The Software Developer will develop the structure for data collection/reporting and information management, for the supply chain capacity of Haiti’s Ministry of Health (MOH). He or she will engage in all phases of the software development lifecycle – including gathering and analyzing user/business system requirements, responding to outages and creating application system models – in the implementation of electronic logistics management information system (e-LMIS) for all PEPFAR sites and partners.. The Software Developer will participate in design meetings and consult with the Ministry of Health (MOH) and other partners to address their needs. The Software Developer will and refine, test and debug programs to meet business needs and support third party partners in the achievement of business and technology initiatives.

1. Develop, test, and implement new software programs. This includes, but is not limited to: software applications, websites, data communication processes, and user interfaces.
2. Test, maintain, and recommend software and system performance improvements to ensure strong functionality and optimization.
3. Independently install, customize and integrate if necessary all associates software packages in the project.
4. Work with experienced team members to conduct root cause analysis of system issues, review new and existing code and/or perform unit testing.
5. Analyze user requirements and convert requirements to design documents.
6. Make good technical decisions that provide solutions to business challenges.
7. Provide comprehensive support to internal and external users; achieve resolution to outstanding problems or issues and resolve complex technical design issues
8. Compile timely, comprehensive and accurate documentation and or reports as requested
9. Communicate effectively and professionally with management, technical support colleagues, and external customers.
10. Database management:
a. Configure the GHSC-PSM project database to meet project data needs.
b. Update the database based on emerging project data and needs and indicator changes.
c. Provide oversight on data collection and ensure integrity of the information gathered from the field.
d. Plan and manage software and hardware installations.
e. Perform periodic maintenance and servicing of MIS system to improve operational efficiency.
f. Provide customer support for software issues, network problems and software installations, etc.
g. In collaboration with unit heads, document lessons learned and best practices and share with GHSC-PSM headquarters and clients as requested.
11. Perform other assigned tasks as requested.

1. Bachelor’s degree in computer sciences, information systems, or related field.
2. At least 3 years of proven experience in health data management, information systems, logistics, or related experience in supply chain.
3. At least 3 years of proven experience in programming, analyzing information, problem solving, software algorithm design, software performance tuning, software development fundamentals, software documentation, software testing, and software debugging.
4. Demonstrated experience with the below software and services:
a. Microsoft SQL Server or higher, PostgreSQL, HFSQL Classic/Server, NoSQL, Relational SQL.
b. Knowledge WINDEV/WINDEV MOBILE development, Java Development (JDK 1.7, 1.8, or higher), J2EE Technologies, Visual Studio, .Net.
c. REST API, SOAP, replication database.
5. Experience in each stage of the Software Development Life Cycle (SDLC) is preferred.
6. Experience in the development of mobile applications is preferred.
7. Knowledge of the Integrated Development Environment (IDE).
8. Possess up-to-date knowledge of technological developments in the industry.
9. Ability to multi-task and change from one task to another without loss of efficiency or composure.
10. Possess strong problem solving and decision-making skills while using good judgment.
11. Fluency in French and Creole.
12. Ability to work under pressure independently with minimal supervision, have ability to assess priorities, handle a variety of activities in a time-sensitive environment, and able to meet competing deadlines.
