Introduction

Background: Following the January 2010 earthquake, Haiti has experienced tremendous challenges in its recovery, especially in hilly and densely populated urban neighborhoods. In order to allow those affected by the earthquake to return to more secure homes, it is necessary to address their diverse needs more effectively and efficiently, through an integrated approach that encompasses land and housing, water and sanitation, health, disaster risk reduction and livelihoods interventions. The American Red Cross will implement LAMIKA with the goal of enhancing community and household resiliency while providing safer, healthier and more secure living conditions. LAMIKA will contribute to a more hazard resistant Port au Prince and a better future for Haiti. LAMIKA will conduct activities in social empowerment, economic strengthening and physical renewal to address needs across sectors. Likewise, activities will be designed to respond to needs at various scales, from the individual household to the municipal and national level. The overall implementation strategy will be driven by a community-based, participatory approach. This project expects to reach an estimated 45,000 people with a range of services. The American Red Cross is coordinating with a number of government and humanitarian partners to achieve and expand this vision.
Introduction:
We are looking for a consultant that can provide expertise on safe construction practices to do a quick assessment of the construction practices in the LAMIKA area and provide suggestions on interventions that the LAMIKA program could add to its already ongoing activities (retrofit activities in Campeche, DRR activities in the schools, business strengthening among youth for example) in order to improve the way people build in the LAMIKA area.

Based on :
- current programming in the area
- sector developments since the 2010 earthquake (government and agencies efforts in the improvement of construction practices –ie production of norms, professional training, communication, financial and technical support)
- timeframe constraints of the LAMIKA program
the consultant will:
- conduct interviews with relevant staff from the various organizations currently working on the LAMIKA broader area in order to identify :

o inter-agency potential program links and opportunities
o human & technical resources and capacity
o agencies interests and program development perspectives

- conduct field visits with appropriate agency /staff in order to carry out a rapid preliminary survey on current construction practices trends in the area that could be linked with activities
o The methodology of field visits, and field assessment will be agreed with ARC staff. ARC can provide field officers to support or implement surveys.
Deliverables
o One report presenting recommendations and options for programming :

 An outline of proposed activities and strategic programming that could be conducted under the leadership of ARC to promote safer and better construction in the broader LAMIKA area.
 This outline will also include a set of activities or outputs to activities that will provide M&E for programming.

Qualifications
A minimum of 3 years experience in post-earthquake Haiti providing support to strategic planning with government agencies, international and national NGOs, and the Haitian private sector.
The candidate should have experience in Haiti in:
- inter-agency coordination in support of government led strategies
- linking field research with government policy and agency programming in order to provide programmatic orientation to NGOs
- conducting sector needs assessment for government, agencies and donors
- working directly with the MTPTC on safer construction communication and related field activities
- designing a variety of activities and contents for promoting safer construction practices including media content for a various audiences
- designing and leading research on housing recovery and/or disaster Risk Reduction
- testing and evaluating field communication activities or content on safer construction
- community development and behavior change, public awareness campaigns based on interactive communication and adaptative methodologies

Other requirements

Post Graduate diploma in social studies, political science, sociology, business or economy
Fluent in French and English (written and oral)
Good conversational creole and reading skills
