Introduction

To manage the execution and analyze the results of a research study aimed at capturing data from CCO members that will demonstrate the impact of NGO activities on improving the living conditions of Haitians, focusing on Food Security

C. Objectives of the Study

Specific objectives of the study, which will be accomplished one at a time, include demonstrating that CCO members have helped to:

1. Improve the food security situation in Haiti by:
o Distributingfood
o Treatingmalnourishedchildren
o Training totreat malnourished children
o Giving cash tranfers, either unconditionally, or conditionally through CFP/CFW
o Seeds/tools distributions
o Training for local farmers

D. Objectives of the Consultancy

Specific objectives of this consultancy include accomplishing for the objective listed above:
• Develop appropriate research toolsin French and enter surveyMonkey
• Meet with study participants if necessary to provide additional information/instructions
• Meet different key actors (Government, donors...) to provide additional information
• Analyze data to develop compelling study report, as well as key messages

E. Expected Outputs

In alignment with the overall specific objectives of the consultancy, the consultant will be expected to deliver on the following outputs, all being the sole property of the CCO:

• Development of research tools that will enable to collection of necessary data that addresses and reflects the study objectives previously outlined
• Preparation of a written report (no more than 35 pages) in French for an external audience
• Preparation of a 2-page summary of key messages for various audience groups, including the general public, media, the Government of Haiti, etc.

F. ResearchMethodology

The Consultant will work in close collaboration with the CCO Secretariat and the CCO members to finalize the study’s research strategy. S/he will meet with CCO members if necessary to provide additional explanation regarding research tools development and will analyze the data collected.

Successful consultants will be able to demonstrate the following skills and experience:

• Excellent knowledge of food security issues in Haiti
• A minimum of 2 years experience in assessing/evaluating assistance delivery by NGO
• University degree in subjects related to research, international affairs, advocacy, NGO management
• Excellent mastery of research and reporting methodologies essential
• Proven analytical and problem-solving abilities
• Ability to work independently and to meet deadlines
• Written and spoken fluency French ; knowledge of Creole (strongly desired

• A maximum two-page outline of the proposed research process, including:
o Proposed outline of strategy & methodology – including both theoretical and practical methods
• A brief budget covering all major costs and clearly identifying daily rates charged on any consultancies

The Comité de Coordination des ONGs in Haiti (CCO) is a platform created in February 2010 to support the coordination of International non-governmental organisations (NGOs) working in emergency and development activities in Haiti. This consortium of 48 registered, operating in Haiti in the sectors of humanitarian cooperation and development. Created after the earthquake, it aims to defend the application of humanitarian principles at any time, facilitate the development of strategies and methodologies in order to take into account the humanitarian and development needs and increase the resilience capacity of the most vulnerable populations of Haiti.

The following objectives have been defined by the CCO membership:

1. Networking and outreach with stakeholders, especially with the Government of Haiti, related to the following needs:
2. Common positioning and advocacy
3. Representation, access and lobbying on common INGO interests
4. Information-sharing: Need for a forum to provide continuity for new INGOs country directors coming in the country

The 12 NGOs composing the CCO Haiti Steering Committee include Action Contre La Faim, ACTED, Agro Action Allemande, CARE, Concern Worldwide, Goal Haiti, Mercy Corps, Oxfam International, Plan International, Save The Children, Solidarites International and World Vision International.
