Introduction

Canadian Feed The Children (CFTC) is a registered charity with a mission to reduce the impact of poverty on children. We work with local partners internationally and in Canada to enhance the well-being of children and the self-sufficiency of their families. Our work is focused in three key sectors: food security, education and capacity-building. Since 2010 CFTC has taken significant steps to strengthen our focus using a Theory of Change (ToC) approach. This methodology has been guiding our transition from short-term activity-based funding towards longer-term programming based on well-defined outcomes and outputs.

CFTC has partnered with three organizations in Haiti since 2003. Partner interventions have been carried out in a variety of areas including health, education, nutrition, WASH, child protection and food security, mainly delivering direct assistance. In accordance with CFTC’s global realignment and ToC approach, the organization will be disengaging from these partners at the end of 2014 and 2015. In an effort to support these partners as they transition away from CFTC’s funding and build their capacity to secure new sources of funding, CFTC is seeking to hire a consultant to carry-out a donor map of possible local, national, international and multilateral funding opportunities available for Haitian organizations based in Haiti and provide training to develop partner fundraising strategies and tools.
I. Objective:
The purpose of this consultancy is twofold: 1) to provide strategic funding opportunities and relevant information to CFTC partners in Haiti, 4 in total, regarding local institutional funders in the form of a donor map, including a review of the mechanisms used by other local NGOs to raise institutional funds at the local level, and 2), to provide training and support for partners to develop a quality funding proposal to be submitted within a six month timeframe

II. Specific Objectives
The consultant will carry-out:

1. Desk study of relevant guiding documents for each of the three organizations;
2. Meetings with program and operational staff from all three partners to gain insight into their programming and funding objectives;
3. Research on potential funders (Ministries, INGOS, UN Agencies, Foundations, bilateral and multilateral donors, etc.);
4. Key informant interviews with donor agencies (in particular, but not limited to, bilateral and multilateral agencies, embassies, INGOs, the European Delegation, etc.);
5. Key informant interviews with NGO/INGOs working in health, nutrition, child protection and other previously identified thematic sectors ;



6. Key informant interviews with international and regional organizations that support child-related development and advocacy work;
7. Key informant interviews with consortia of partner organizations seeking funding. This should also include a review of networks working on child issues that the partners can leverage themselves against;
8. The delivery of a comprehensive donor map and relevant analysis of key actors in each sector identified;
9. A workshop with the partners to disseminate results and provide training on the development of a partner-specific fundraising proposal/concept note;
10. Provide individualized follow-up with each partner for the development and submission of one concept note.


III. Scope and Proposed Work plan:

• Multilateral donors: organizations financed by several governments such as European Commission and UN agencies
• Government bodies in the country: international funding to NGOs through different government bodies • Other donor mapping/surveys identified
• List of donors interviewed 4 days
3 Develop a local donor map analysis including crucial information on:
• External funding sources defined, (who operates within the realm of partner focus areas) the process for obtaining funds, funding opportunities forecasted for the next 6 months and contact information. These should be outlined according to multilateral, bilateral, UN, government, INGOs, NGOs, etc.
• Donor preference of themes and priorities for program funding: poverty reduction, strengthening civil society, capacity development, education, health, human/child rights and emergency response / humanitarian aid, etc.
• A clear and holistic analysis of other organizations working in the field of health, nutrition and child protection and their approach and cooperation with local institutional donors
• Specifically, the donor map should include:
I. Name of the Donor, Type of organization, Level of presence around the world, Headquarter office [Address, telephone, e-mail, website, linked in, twitter, facebook, RSS, mail for subscribing to newsletter, Type of actor (current or potential), Communication channel and focal point with the local delegation / representative, with a personal contact where possible
II. Programming focus
III. Amount of funding range,
Pipeline of grant calls, bidding divided by program areas
IV. Period of notice of calls for proposals and implementation of grants-- Eligibility criteria (local NGOs and/or international NGOs)
V. Application mechanism and procedures • Institutional donor map geared to programmatic priorities and scope of the three partners

4 A one day workshop is held in PaP with the three partners to share findings and explain the donor map. In addition, discussion should centre upon:
• Trends in the funder community
• Donor intervention areas and priorities identified
• Recommend top-five donors to approach with a proposal within the next 6 months
• Strategies for approaching each key donor • Summary document of workshop: objectives, participants, activities and overall impressions of partner’s understanding and engagement with the fundraising potential identified 2 days
5 Two follow-up meetings per partner to discuss and review a specific proposal in development to be submitted to potential donors • Summary document of two meetings and overall analysis of the work achieved by each partner 3 days




Location of consultancy
The consultant will work from his/her office in Port au Prince, Haiti. If travel is required outside of Port au Prince, reasonable travel costs approved in advance and supported by receipts, will be reimbursed by CFTC upon completion of the consultancy contract.
Skills and qualifications of consultant(s)
CFTC is seeking a consultant with the following skills and qualifications:
• Degree in International Relations, International Cooperation for Development, Economics, or a related field;
• In depth practical and theoretical understanding of institutional donors in Haiti;
• At least five years working experience with potential donors including bilateral and multilateral donors in the region and in Haiti;
• Research experience in at least two related fields of partner focus areas;
• Experience in conducting training workshops;
• Experience in developing tools and training materials
• Proficiency in French and English. Haitian Creole language skills are desirable;
• Ability to write high-quality, clear, concise reports in English;

Application process and timeline
CFTC invites interested consultants to submit an application document containing the following elements to the contacts listed below no later than August 22, 2014:

• A proposal explaining proposed approach and research methods, including how the consultant will meet the objectives, proposed activities schedule or work plan with a timeframe;
• Financial proposal detailing itemized fees, data collection and administrative costs, including all taxes and other fees;
• Copy of the consultant’s CV;
• At least two previous clients and their contacts for reference;
• One recent example of a similar evaluation, research or evaluation report written by the consultant;

The consultant may improve the proposal set forth in these Terms of Reference in order to enrich the process and the final product;





Selection will be based on the applicant’s experience and expertise, the proposal’s ability to meet the expected outputs, and financial considerations.

The proposed start date is September 1, with phase 5 of the consultancy completed by the end of October, 2014.
