Introduction

CRS Haiti applies an integrated approach to programming, providing multiple services within a community to address the multi-dimensional barriers to human development. CRS is a market leader in agriculture, health, education, natural resource management, economic recovery and community resettlement. CRS works through a network of Haitian partner organizations to promote local ownership of programs, permitting CRS to do more than it could do alone.

In Port-au-Prince, CRS is implementing an integrated urban program which provides access to sustainable Solid waste and Community infrastructure/shelter, and reinforces the community capacity in terms of Disaster Risk Reduction and Early Warning System. Total estimated number of beneficiaries is 27,000 vulnerable people in three urban areas: Grand Ravine, Solino and Carrefour (Tesso/Waney); and one informal settlement –Carradeux.

More specifically, the NAP PWOTEJE VI NOU Project takes an ambitious approach to empower community members in two vulnerable and marginalized neighborhoods of Solino and Tesso, to address their full range of hazards and risks themselves through sustainable, community-based processes. The project will support 27,675 individuals (5535 households) to become resilient to recurring shocks and disasters through participatory assessment and planning activities and the implementation of risk mitigation measures in their communities. CRS’ approach to community-managed DRR acknowledges that people in these areas are primarily motivated by self-interest rather than the common good. Building upon its extensive experience in community-based disaster risk reduction (DRR) in Latin America, Africa, and Asia; CRS seeks to change the dynamic of disaster planning and response from one that is primarily external to one that is community-managed.

The Consultant will support learning and coaching through: (please see Key deliverables section for more details)

• Providing a training (3 days) and coaching (2 days) session on Leadership and Advocacy to DRR staff and other Urban Program manager and officers. This will include:
o Planning and link with DRR Program Director (Agenda, training/coaching tools, material, etc.) and link with DRR Program Director (all document should be reviewed and approved by DRR)
o Develop/adapt pedagogic and didactic materials (Training/Coaching Module)
o Lead the training sessions (learning in group in CRS conference room)
o Lead the coaching sessions (individual or small group learning in real time in the field with specifically with DRR staff)

The training/coaching session includes 3 days of training with targeted CRS staff and 2 days of individual/collective coaching in the field (Solino and Carrefour (Tesso) specifically with DRR staff. As middle level staff will be invited to participate (ex. Community Liaising Officers), all training/coaching all sessions should be provided in French. All training tools should be provided in French and English.

This training session and tools should be adapted to adults who already have worked in urban vulnerable and unsecure areas and be provided according to a proactive participative learning methodology (learn in doing) based on the experience and expertise of the staff. To facilitate the transfer of capacities in Haiti as well as any other country, all training/coaching tools should be provided in French and in English.

The consultant should be available to provide all training/coaching activities before July 31, 2014. A training/coaching report should be available before August 15, 2014.

Key Deliverables:

• Drafting of training/coaching methodology (participative learning: learn in doing) and summary of each specific session (To be included in the consultant technical application for this contract).
• 3 days of training on Leadership and Advocacy (participative learning methodology adapted for adults): (The agenda should be shared with DRR Program Director for review and approval 2 weeks before the beginning of the training session)
• 2 days of coaching (specifically with DRR staff) in the field (Solino and Carrefour (Tesso) (The agenda should be shared with DRR Program Director for review and approval 1 week before the beginning of the coaching session)
• Training module on leadership/advocacy tools (French and English)
• Report: staff leadership and advocacy strengths and weakness, community mobilization opportunities and challenges (to do/to avoid), lessons learned and recommendation for further training/coaching


Cost covered by CRS:
These cost will be covered by CRS:
• Housing in CRS Guesthouse (closed to CRS Delmas 81 office)
• Transport/mobile: Provided (driver) and reimbursement of professional calls
• Space for training (conference room)
• 5 Lunch (training and coaching session)
• Basic material for training (white board, flip chart, post-it, marker, tape)
• Projector

• Specific material for training (max 15 staff) and coaching session (max 6 staff): training module, exercices sheets, etc. for all participants

Profil du consultant ou des consultants ou de la firme

CRS seeks an external consultant with strong training and coaching expertise in leadership and advocacy. The consultant should also demonstrate a strong knowledge of work in the field, particularly with vulnerable people (weakness of psycho-socio-economic condition). The consultant should also be able to provide training and coaching adapted to the Haitian culture; opportunities and challenges (particularly in unstable areas). Finally, the consultant should be to give training and coaching in French.
