3x3 is supporting the Latin America and Caribbean Network Information Centre (LACNIC) and International Development Research Centre (IDRC) in the monitoring and evaluation of a pilot initiative -“Ayitic Goes Global: Digital Jobs and Gender in Haiti”. 3x3 seeks a consultant to carry out local fieldwork and coordination with partners and stakeholders in Haiti.

The objective of the Monitoring and Evaluation research will be to draw lessons on two fronts: testing pedagogical strategies and identifying determinants of success in course completion and employment. The work of the consultant includes supporting 3x3 Design in conducting high quality qualitative research using a mixed methodology of interviews, focus groups, surveys, and data analytics in Port-au-Prince, Haiti. The data will help to understand how the environmental factors affect the program activities to inform overall program design and identify incremental program improvements. Project evaluation will be an ongoing activity throughout the entire project cycle beginning April 2018 through June 2019. The activities include:

Monitoring and Evaluation Research Activities

● Provide input on the Monitoring and Evaluation Plan and accompanying research instruments as needed.

● Collect data necessary for the baseline study for the M&E Plan. Tasks include:

○ Coordinate with Haiti-based program partners to collect baseline data for program trainees through online forms and admissions interviews among others.

○ Conduct surveys with trainees.

○ Collate data and transcribe interviews and focus groups in a timely fashion.

● Support 3x3 Design in developing actionable evaluation reports for each of the pilot’s three rounds of trainings at the start, middle, end, and 3-months after to assess environmental, pedagogical, and job access factors. Tasks will include coordinating with local program partners to:

○ Conduct focus groups with the trainees.

○ Conduct in-depth interviews with trainees, trainers, and managers.

○ Translate, disseminate and collate surveys to trainees and trainers.

○ Coordinate access to digital analytics dashboard with program partners as needed.

● Participate in analysis activities with 3x3 and program partners as needed.

● Provide input for the semi-annual assessment reports and overall assessment report of the projects.

Coordination Activities

● Participate in project coordination activities with other project partners as needed, including but not limited to, kick-off and closing meetings, calls with project partners, among others.

● Submit brief monthly reports summarizing progress of activities and reporting any outstanding issues and potential opportunities. Hold monthly progress calls with the 3x3 Design’s Management staff.

● Qualitative research for 3 course evaluations of three rounds of training

● Qualitative research for 4 semi-annual assessment rounds

● Raw datasets and interview and focus group transcriptions and summaries

Supervision of Consultancy

The Monitoring and Evaluation Research Consultant will report to 3x3 Design and LACNIC.


Qualifications Requises

Desired Qualifications
● Presence in Port-au-Prince, Haiti.
● Experience in qualitative research including focus group, surveys, and interviews.
● Experience conducting field research in Latin America and the Caribbean. Experience conducting field research in Haiti a plus.
● Written and spoken proficiency in English, French, and Haitian Kreyol required.
● Proven track record and experience in Monitoring and Evaluation.
● Experience associated with development projects and exposure to international development

The Selection Committee will conduct interviews with candidate organizations and teams during the period of February 21 and March 23, 2018, as and when the applications are received. Three candidates will be selected to submit a formal proposal. Contract is anticipated to be signed before April 2, 2018. Responsibilities may be commissioned to a single applicant or to an ad hoc work group composed of several applicants.
