The U.S. Mission in Port-au-Prince is seeking eligible and qualified applicants for the position of Project Management Specialist in the USAID Office.
Fonctions
The Specialist provides technical and professional leadership to plan, implement, monitor, and oversee activities related to HIV Care and Treatment (C and T). S/He has responsibility for ensuring coordination of C and T programs funded by the United States Government through a variety of governmental and non‑governmental partners at the national and local levels. The role of the Specialist includes planning, designing, organizing, directing, and coordinating C and T programs; and, arranging for monitoring and evaluation of activities performed by implementing partners (IPs) and other organizations through grants, cooperative agreements, and/or contracts. The Specialist is responsible for programs/projects/activities that strengthen health facility and community-level capability to respond to the HIV epidemic, to ensure that C and T programs are integrated and targeted, provide technical input and support to national HIV working groups and the Ministry of Health, and to ensure that partners follow Government of Haiti (GoH) C and T guidance, as well as conform to Mission and USG guidance for C and T programming. In addition, the C and T Specialist serves as the lead for USAID on community health delivery, which requires coordination with the MSPP, WHO and other partners on the role of various cadres of community health workers in HIV/AIDS and integrated health service delivery.
Qualifications Requises
Completion of a Master’s Degree, or the local equivalent, in nursing, public health, social work, or an equivalent job-related field.
Work Experience
A minimum of five (5) years of progressively responsible professional experience in providing community-based Care and Treatment service, which includes at least two years of planning, developing, managing, and evaluating programs and community activities with donor organizations, host-country organizations, and/or non-governmental organizations; and, analyzing program data and presenting findings in written or oral form is required.

Level 4 (Fluent) Speaking/Reading/Writing of Creole is required.
Knowledge
The Specialist must have in-depth professional-level knowledge of development principles, concepts, and practices, especially as they relate to managing Care and Treatment activities in Haiti, and the problems and policies in Haiti from the business, political, civil society, and social perspectives. The incumbent must have knowledge and understanding of the economic, political, social, and cultural characteristics of Haiti; development problems in the C and T sector in Haiti; an understanding of the resources, resource constraints, and overall development prospects and priorities for Haiti; and, knowledge of, or the potential to quickly acquire knowledge of, USG legislation, policy, and practice relating to C and T assistance and services, of USAID programming policies, regulations, procedures, and documentation, and of the objectives, methodology, and status of assigned activities. The Specialist must have knowledge and understanding of the organization and respective roles of the different levels of the GoH, in order to enhance effective communication, and to develop consensus on program/project/activity strategy and implementation.
Abilities and Skills
The Specialist must have a good knowledge and demonstrated experience in the programming of C and T programs/projects/activities; and, the role of Care and Treatment with other health areas, such as health systems strengthening, TB, etc. The Specialist should be able to facilitate and link culturally appropriate assessments and counseling, and related issues, and the facilitation of linkages to food security programs, including water, sanitation, and hygiene promotion; and, be able to use this information for decision making. The Specialist must be able to provide technical leadership in C and T; and, apply this knowledge to advanced programming in Haiti. The Specialist must have the ability to work effectively in team and interagency environments, and to train, mentor, and coordinate well with others; the ability to interpret regulatory directives and related guidance; excellent computer skills, including Word, Excel, database software, email, and the internet; strong management skills, including financial management, administrative, and monitoring skills used to track the performance of IPs; the ability to present information, analyses, and recommendations in clear written and oral formats; and, the ability to travel to all or most regions within Haiti.
