Introduction

The grants manager will be responsible for the daily oversight and implementation of JSSP’s grants funds and goals. She will Manage and supervise contractual, grantee capacity, budgetary, approval and payment matters. She will assume overall responsibility for creating and managing all systems related to grants management and administration; this includes but is not limited to grants solicitation, selection, award, and implementation and reporting.


Fonctions

• Maintain overall responsibility and oversee all steps of the grant/subcontract life cycle from solicitation, selection, award, implementation, monitoring and evaluation and close-out to ensure adherence to the JSSP Grants Manual, prime contract and ADS 303.
• Perform strategic planning and coordinate with other technical staff on grants implementation. Significant emphasis on problem solving within USAID rules and Chemonics policies standards.
• Liaise with technical staff to ensure the proper planning and preparation of solicitation documents and materials for the Grants Review Committee.
• Provide guidance to prospective grantees on preparation of applications and negotiate budgets and project description in accordance with the applicable cost principles, Chemonics prime contract and PMP.
• Prepare and execute grant documents in line with Chemonics policies and procedures and USAID regulations.
• Analyze, assess and assist with the budgetary and financial aspects of grant applications, grantee financial management capacities and needs, and the disbursement/payment of JSSP grants.
• Facilitate contractual management by proposing and implementing financial and administrative control systems and tools to ensure transparency, organization and accurate reporting of contractual information. Ensure these tracking systems are accurate and updated.
• Ensure grantee compliance with all terms and conditions of the grant agreements including but not limited to USAID mandatory standard provisions.
• Certifications and Chemonics reporting and record-keeping requirements.
• Serve as liaison between project staff and grantees; ensure that grantees receive necessary technical advice and assistance in fields including but not limited to, financial management and sustainability planning.
• Keep abreast of USAID and other U.S. Government regulations and requirements affecting project activities.
• Maintain overall responsibility for submission of all required technical, administrative and financial project reports related to the grants program.


Qualifications Requises

• Bachelor’s degree in finance, accounting or related field
• 5 years of related finance management or administration, contracts management or/and grant
accounting
• 3+ years in grant accounting and grant compliance experience with bilateral donors such as
USAID
• Experience writing policies and procedures as well as process evaluation
• Excellent verbal and written communication skills
• Professional level oral and written skills in English and French
• Sound management, contracting, budgeting, and administrative skills
• Strong ability to prioritize tasks, focus on details, and work independently or on a team.
• Ability to work independently with minimal supervision, to prioritize work assignments, to meet
deadlines, and to exercise professional judgment,
