Introduction

The Worker`s Samaritan Federation (Arbeiter-Samariter-Bund [ASB]) operates as an aid and welfare organisation with more than 227 branches at regional, district and local level throughout Germany. More than a million people support the association by their membership, thus contributing to a broad establishment of ASB in society. Over 23,000 full-time staff as well as over 12,500 staff working as volunteers ensure quality in areas such as disaster prevention and emergency management, rescue services and social services. Since its foundation in 1888, ASB has stood for continuity and reliability as a politically and denominationally independent federation. With its first international mission in 1921, Foreign Aid was to become a firm component of the federation, with humanitarian and democratic principles forming the basis of our activities.
ASB has been working in Haiti since January 2010. With its efforts concentrated in the towns Petit Goâve and Grand Goâve, ASB is committed to an approach that seeks to link Relief, Rehabilitation and Development with a special focus on victims of the earthquake.
In response to this situation, ASB has been working in Petit Goâve and Grand Goâve to contribute to Disaster Risk Reduction (DRR) for the past 6 years. Moving forward, ASB will expand its involvement in DRR to encompass two additional municipalities in the West and Nippes Departments as well as a wide range of activities that are divided into five main interrelated areas:
1) The construction/repair of 8 inclusive disaster resistant schools to ensure the safety of students in the event of a disaster and provide emergency shelter for the population of the catchment area.
2) The improvement of access to schools and evacuation means through the upgrade of particularly vulnerable sections of rural roads (about 10 km/ 12 critical points) to ensure that roads remain passable in case of natural disasters. - Basic skills training in safe construction practices to ensure all aspects of resilience in terms of (re-) construction of houses and social infrastructure are applied.
3) Building on ASB past successes, 250 primary schools in the school districts of Fonds des Nègres & Léogane will receive disaster preparedness refresher lessons through regular trainings and more that 125 extracurricular activities. Additionally, 367 schools in Petit Goâve, Grand Goâve, Léogane will benefit from either radio programs in schools and/or DRR extracurricular activities.
4) The establishment of school gardens in 8 selected schools as well as support of 10 previously established school gardens. Parents and students will be introduced to new crops and methods of food preservation. Additionally, ASB will support 10 community mitigation projects in support of food safety.
5) An adjusted resilience monitoring system contributes to visible impact measurement of the implemented activities to see if the required effects were reached.
Immediately after the arrival of Hurricane Matthew ASB, following damages assessments in the traditional areas and in the South, has opened an office in Saint Louis du Sud to cover the South Department and extend its country wide operation beyond the communes of Léogane, Petit Goâve, Grand Goâve in the West Department, Fonds des Nègres in the Nippes Department to the communes of Saint louis du Sud, Saint Jean du Sud and Tiburon (where Matthew entered Haiti) in the South Department.
ASB has implemented emergency response and transitional activities in all seven communes located in the three departments (West, Nippes and South): -Repair of 200 para-seismic and hurricane resistant roofs, installment of 50 water filtration systems, cash transfer for 600 vulnerable rural families, distribution of 200 food and nonfood parcels, restoration of 17 school gardens, maintenance of 250 meters of canals and rehabilitation of 700 meters of roads. Two additional damaged schools have been reconstructed and the construction of an additional 80 meters long retaining wall was implemented. Over 1800 m2 of damaged roof in 11 schools has been reconstructed or repaired in the Nippes and West Departments and the reconstruction of the 255 m2 roof of the Health Center in Tiburon completed. 325 families received tools/seeds/training to help the recovering of agricultural activities as well as 6 plants nurseries and 2 seed banks which are in the process of finalization. A gravity water catchment system was installed, and pilot toilets and hygiene promotion activities are ongoing. ASB envisions extending its on-going programs in the West and Nippes Departments into the South Department.


Fonctions

Main Objective:
The Evaluation Coordinator will serve as an integral part of the M&E team responsible for all evaluation related activities on the “Sustainable resilience of the rural population of the municipalities Petit Goâve, Grand Goâve, Léogane, Fond des Nègres in Haiti” project. S/he will report to the Program Manager and assist the Resilience Consultant on all evaluation project activities. The Evaluation coordinator ’s responsibility is to coordinate and support implementation of evaluation of all project activities to be conducted in accordance with the Results Framework of the Project. She/ he will work in close relation with the data base /GIS coordinator as well as the Communication Coordinator and the Community Security Coordinator.

The Evaluation Project Manager will support the Country Office through execution of the following tasks:
Duties and Responsibilities:
• Planning and scheduling of Evaluation activities
• Conducts community interviews and focus groups
• Oversees and participates in evaluations and assessments; coordinates surveyors if needed (midline, end line, specific assessments)
• Ensures quality control of Evaluation outputs (e.g surveys, etc), including by contributing substantively to the design and field testing of the evaluation methodology, review, contributes to design and implementation of the survey, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
• Data collection and entry into resilience evaluation database in relation with the data base/ GIS coordinator.
• Prepares Evaluation reports in relation with the database/ GIS, the community security coordinator and the community liaison officer.
• Performs community-based media activities in relation with the Communication Officer.
• Updates Resilience database on the progress of the Country Program in relation with the Country Program Manager.
• Reviews and analyzes database to ensure its integrity and corrects all errors when necessary
• Regularly documents lessons learnt on various interventions by the Country Office
• Supports technical work such as reviewing Evaluation methods, carrying out training needs, designing Evaluation tools and advising Evaluation technical assistance.
• Closely cooperates and coordinate with social communication specialist for the design, quality, development and completion of all assessments, analytical reports, case studies, success stories.
• Coordinates and cooperates with social and communication specialist for promoting information sharing on all aspects related to project activities among stakeholders.


Qualifications Requises

Qualifications
• The Evaluation Specialist should possess excellent technical skills in project performance assessment.
• Demonstrated experience in monitoring and evaluation of development project activities.
• Effective communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment. S/he must be able to respond quickly to requests for information.
• S/he must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.
• Excellent data analytical skills and interpretation. S/he must have ability to write clearly and concisely, and have sound quantitative skills (managing, analyzing and interpreting data).
• Experience on planning, monitoring and evaluation of community-based projects.
• Excellent computer knowledge, including software’s such as MS Excel, Word, PowerPoint, Access, etc…
• Broad knowledge and understanding of Disaster Risk Reduction & Resilience would be essential
• Bachelor’s degree in Social Science, Management, Environment Sciences, Natural Science or related field combined with experience in similar responsible position.
• At least 3 years of work experience in a field related to Community driven projects as well as culture of Resilience approaches and disaster risk reduction.
• At least 3 years of experience in M&E design and implementation at the project level.
• Previous successful involvement with, and good knowledge of, CBOs, I/NGOs and civil and public institution is desired.
• Willingness to undertake regular field visits in different conditions and travel on a motorbike and / or car in national and rural roads is required.
• Knowledge in designing and field testing surveys and other data collection instruments are required.
• Previous successful involvement in indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting.
• Good knowledge of concepts and framework for monitoring and evaluation and result measurement
• Ability to speak and write in English, French and creole is mandatory.
