Introduction

MAIN OBJECTIVES OF THE PROJECT
The GHSC-TA FTO project, funded by the United States Agency for Interantional Development (USAID), in order to respond to the Government of Haiti needs for technical assistance in the public health sector, has the following main objectives:
• Development of a master plan to establish a national system for the management of pharmaceutical waste
• Strengthening of national systems for the maintenance and repair of:
o Medical equipment used to provide maternal-child health services at SSQH sites
o PEPFAR supported laboratories
The Medical Equipment Capacity Building and Training Coordinator (MECBTC) provides technical and operational support to the Technical Specialists in matters of training, protocol development, and other aspects of capacity building relating to public sector and NGO organization. The MECBTC works closely with all directorates which will, in some way, be involved in the management of medical equipment: Directorate of Health Organization Services (DOSS) National Laboratory (LNSP), Directorate of Budget and Administration (DAB), Health Departmental Directorates (DDS), NGOs, CSOs, international agencies, etc. The MECBTC has the primary responsibility for maintaining a functional liaison with these agencies and will assure that the other Technical Specialists of the project are apprised of all developments and participates at the appropriate times.


Fonctions

MAIN RESPONSIBILITIES:
• Provide leadership and supervision to the project’s Medical Equipment Specialist.
• Develop a sustainable approach to build local capacity in the maintenance of medical equipment and transfer knowledge to local team of biomedical technicians.
• Develop training curriculum for regular equipment maintenance, identify key personnel to receive training.
• Work with the Medical Equipment Management Specialist from the project to oversee the training and mentoring of local equipment maintenance repair technicians.
• Conduct a competency assessment, a year after the training, on the capacity of the Ministry of Health’ medical technicians to independently take on equipment maintenance and repairs for their respective department.
• Assist with the creation of a communication channel between the central level and the departmental level to report defect in equipment and any repair or replacement needs in order to avoid any breakdown between these levels.
• Work with the Medical Equipment Management Specialist and the Laboratory Coordinator from the project, and the DOSS to prepare and implement a calendar for maintenance and repair of medical equipment at the 10 health departments.
• Develop tools to record medical equipment life cycle and to document all repairs and maintenance.
• Coordinate with DOSS and the Technical Working Group (TWG) to identify obsolete equipment and ensure proper disposal and destruction in compliance with local and international norms and standards.
• Identify and implement a Computerized Maintenance Management System (CMMS) to monitor and report on the status of medical equipment and needs.
• Support medical personnel to improve data reporting for medical equipment at all levels to improve availability of data for decision-making.
• Perform primary analysis of data and contribute to timely reports, such as monthly and quarterly reports as well as technical presentation, when needed.
• Support the development of regional workshops to strengthen the capacity of the ministry to provide better services to health institutions within the region.
• Assist the development of a deployment plan of technicians nationwide taking to account their competency.
• Seek opportunities to strengthen institution based repair workshops for medical equipment
• identify a central workshop for the management of spare parts and the deployment of teams in the field
• Perform other duties as assigned


Qualifications Requises

• Degree in Biomedical Equipment Technology or relevant field
• Experience in capacity building, especially in medical or bio-medical equipment maintenance
• Experience designing and organizing workshops and trainings
• A minimum of 10 years of relevant professional experience in Haiti, especially working in the health sector and government institutions
• Ability to write and provide quality assessment reports within required timeframes
• In-depth knowledge of the Microsoft Office software suite
• Demonstrated leadership skills by playing a key role in team management, consensus building, implementation of current and new technical tasks, project specific management
• Willingness to travel in Haiti as needed
• Ability to work both independently and as a team
• Excellent leadership and facilitation skills and ability to take initiative
• Ability to work under pressure and meet short deadlines
• Excellent verbal and written communication skills in English and French;
• Strong knowledge of Haitian Creole preferred
• Familiarity with USAID projects or other donors preferred
