Introduction
The USAID Reforestation Project (URP) is a 5-year, $39 million environment and food security activity designed to address environmental degradation and loss of tree cover in Haiti, by reducing the threat of deforestation and increasing tree cover in and around targeted areas. The project’s goal will be achieved through the following four objectives:
• Reduce the threat of deforestation;
• Improve resilience to economic and natural shocks;
• Increase tree cover in targeted areas; and
• Improve environmental governance and coordination.
Fonctions
The Grants Manager will be responsible for the following:
• Oversees management of the grant fund in close collaboration with the technical team;
• Advises and guides the technical team on the development of the various requests for proposals and applications;
• Ensures proper negotiation of terms and conditions for sub-grants, local subcontracts, and amendments;
• Builds the capacity of the grants assistant(s);
• Reviews sub-award budget estimates in conjunction with project finance team to ensure all costs conform with USAID and Chemonics regulations and policies;
• Serves as final reviewer of sub-grant budgets to ensure all lines are eligible, allocable, reasonable, and consistent;
• Works closely with the Project Director, Deputy Project Director, and the technical team to strengthen sub-awardees (grantee/subcontractor, etc.) financial management capacity;
• Reviews and ensures the accuracy of the tracking system and of all Annual Program Statements (APS) and Requests for Applications (RFAs);
• Assists in the monitoring of Project sub-awards
• Works together with the financial staff to increase the capacity of sub-grantees to ensure that they follow USAID regulations;
• Ensures that all sub-grant related activities are in compliance with corporate grants policies and all federal acquisition regulations, including FARs, AIDARs, and ADSs;
• Perform other duties as required.
Qualifications Requises
Education Requirements
• Bachelor’s degree required.
Experience Requirements
• Minimum 5 years of experience within the design, administration, management and monitoring of grants required;
• Prior experience with large-scale USAID grant management contracts and familiarity with USAID grant management, policies, and procedures;
• Experience in Haiti strongly preferred;
• Spoken and written fluency in English, French, and Haitian Creole.
Specialized Knowledge/Skills
• Excellent verbal and written communication skills;
• Professional level oral and written skills in English and French;
• Necessary computer, software, interpersonal, and analytical skills to ensure grants and financial requirements for a large scale project;
• Sound management, contracting, budgeting, and administrative skills;
• Strong ability to prioritize tasks, focus on details, and work independently or on a team.
• Ability to work in a professional and cordial manner with fellow staff, implementing and cooperating partners, and relevant NGOs and government agencies;
• Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment

This assignment will take place in Cap-Haïtien, Haiti with travel to regional jurisdictions such as Port-au-Prince, and other geographic areas as necessary.

The Grants Manager will report to the Operations Specialist.
