Introduction

The finance manager provides leadership and supervision in all aspects of the project accounting and financial management. S/he ensures that accounting transactions are done according to the general principles of accounting and home office field accounting manual. S/he must also follow the client (USAID) and local government policies, procedures, and regulations.

Principal Duties and Responsibilities
The principal tasks to be completed under this SOW engagement are as follows:
• Manage field accounting systems and internal day-to-day financial operations.
• Ensure that accounting transactions are entered into ABACUS Software on a daily basis, accounting transactions are closed on the last day of each month and the ABACUS file is sent electronically to home office the same day, assist home office field accounting and project management staff in reconciling intercompany accounts, respond without delays to home office accounting questions or concerns.
• Monitor bank balances in USD and HTG and arrival of wire transfers and ensure bank accounts are up-to-date. Manage and reconcile bank accounts and balances on a monthly basis.
• Prepare monthly budget projections for all local expenses and send wire requests to the Home Office.
• Verify all vendor and subcontractor invoices and ensure that subcontracts are in compliance with USAID regulations and ensure careful management and oversight of subcontracts.
• Ensure all supporting documents are received and correct, project inventory is done twice a year to make sure that the value of all items booked in ABACUS under inventory accounts matches with the total value indicated in the inventory report.
• Maintain Subcontract and Grants payment tracker.
• Monitor vendor balances, and issue and send checks signed by the Project Director to appropriate beneficiaries.
• Prepare monthly payroll, ensure distribution, print payroll receipts, prepare and take payments for the tax and provident fund.
• Monitor travel advances to local staff and track outstanding balances, and verify and process expense reports generated by the staff and processed.
• Ensure that the petty cash account is maintained and that transactions are verified, and balances are reconciled at least once a week.
• Advise the Project Director, Operations Specialist, and PMU on rate of expenditures and remaining funds.
• Ensure that project accounting filing system is maintained and organized.
• Ensure that Chemonics adheres to all applicable local labor and taxation laws.
• Familiarize staff with USAID regulations and Chemonics policy.
• Supervise project Accountant and Bookkeeper, monitor their performance and professional development, and train them on their day to day tasks including the use of accounting software.
• Perform additional tasks as required by the Operations Specialist and project leadership.


Qualifications Requises

perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
• A university degree and/or a certification in Accounting or Financial Management.
• At least seven years of work experience in accounting, bookkeeping, and/or financial analysis. Previous experience as a USAID-funded project accountant preferred.
• Experience processing payroll for 10-20 staff.
• Knowledge of Haitian taxation laws and experience with withholding and remitting to various local governmental ministries or departments.
• Experience working with ABACUS accounting software is highly desirable.
• Excellent working capabilities with Microsoft Excel, Word and other software packages.
• Good interpersonal skills, honesty, and commitment to excellence.
• Ability to establish and maintain effective, sustainable relationships with project staff, tax authorities, USAID Mission personnel, and staff from the general development and business community.
• Ability to work independently with minimal supervision, accept and discharge substantial responsibilities, prioritize work assignments, meet deadlines, and to exercise professional judgment.
• Ability to communicate and write effectively in English and French is required.
