The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The Partnership Coordinator collaboration with other people / organisations will develop a network of resource which can support grassroots organisations throughout Haiti to successfully manage a DI process in line with best practises.
The position will coordinate partners to focus on identifying partner needs and resources to develop sustainable training and capacity building activates for partner organizations on DI and foster care provision, to expand the scope and scale of DI efforts in Haiti with the aim to end child institutionalization.
The position coordinate partner and activities to enable delivery of timely and desired outcomes for faith based organizations and others to close institutions successfully and transition the children to family care and alternative care solutions. It is responsible for developing and coordinating a training calendar and curricula as well as training of trainers’ events with clear MEAL plan and outcomes.
The position is based in Port Au Prince with occasional travel.
Fonctions
KEY AREAS OF ACCOUNTABILITY:
As a member of Lumos Program Team, contribute to:
• Lumos Haiti program team capacity development
• Support the development of an organisational culture of quality that reflects Lumos values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and enables to deliver outstanding results for children
• Help establish, coordinate and improve active, regular and accountable working relationships with key partners and partner organisations
• Support in maintaining timely and necessary service provision to partner organisations in line with Lumos principles and policies to end institutionalisation and assure adequate care and support in a family environment
Programme coordination and technical harmonisation
• Develop a training curricula on DI and its methodologies, based in the context of the country
• Plan, coordinate and deliver a series of training for small groups (10-15) based on curricula developed
• Develop a model of cost free, sustainable delivery of trainings utilising partner available resources and TOT models
• Build a database of partner groups, mapping their progress and the stage of the development in terms of DI capacity building.
• Coordinate faith response with existing partners engaging them in identifying the faith-based community needs in terms of training and delivering trainings
• Coordinate and participate in a steering group of faith DI partners and organisations to develop a coalition on DI
• Work with the coalition to support other faith groups in the future with the aim of stopping informal orphanage development or DI implementation without prior capacity and knowledge
• Support to identify and enable partner grass root pioneer organisations to flagship DI and its implementation in the country.
• Establish a one-point, service delivery centre to cater the needs of partners and faith based organisations
• Ensure strong internal communications with team members and partners
• Ensure clear processes in place for tracking and reporting on progress against deliverables, working with Monitoring, Evaluation, Accountability and Learning (MEAL) staff
• Lead on training evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with Program Manager
• Conduct regular training and capacity building for program team and partner organisation in DI methodologies
Budget management and compliance
• Ensure that all training events are organised in accordance with partner and Lumos compliance requirements, within time and on budget.
• Develop and manage the training budgets, ensuring that expenditures are in line with agreed budgets with the partners.
• Ensure timely preparation and submission of reports to Lumos and partners.
• Identify and effectively manage all key risks related to the training events to minimise risks in delivery of intended outcomes.
Line & Partner management
• Maintain a coherent communication structure for the program team and partners in line with programme needs and priorities
• Ensure that the Program team engages in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building, advocacy and organisational strengthening in line with Lumos’ Principles
General
• Ensure that the plans for any and all children consider first and foremost their best interest, safety and welfare.
• Comply with Lumos and Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures
• Oversee specific work in respect of children with disabilities and children at risk of abandonment
• Any other activities commensurate with the level of the post of assigned by the Program Manager.

Qualifications Requises
QUALIFICATIONS AND EXPERIENCE
Essential:
• At least 3 years of partnership coordination and experience in an NGO environment, with experience managing child rights based education, protection and other development programming
• Post-graduate degree in education, development or other relevant social sciences
• Understanding of DI process and alternative care systems
• Excellent ability and proven experience to manage partnership and partnership development
• Proven ability to manage training events, excellent training and curricula developer
• cross-sector programmes, project/program management techniques and methods
• Self-motivated and results oriented, excellent knowledge developing and maintaining database
• Knowledge of event/ training budget development and management
• Strong oral and written communication skills in French, English and Creole
• Experience of building, leading and developing a team of trainer with different backgrounds and expertise
• Excellent knowledge of MS Office
• Outstanding leadership and organisational skills
• Commitment to and understanding of Lumos’s vision, values and principles
