Introduction
the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
Fonctions
ROLE PURPOSE:
The Operations Manager will lead, direct and manage service and business operations across the organization. The post holder will work with Senior Country Manager, Lumos International Expansion team and SCI operations team, external partners and linked providers and be responsible for all aspects of service operations ensuring delivery of services in line with contract and funder requirements achieving high quality and positive outcomes for service users.
This is a new, senior role within the organization. The post holder will have wide ranging responsibilities for the performance and development of internal services, such as HR, IT, Finance Management, Logistics, Procurement, Vehicle/Transpiration Management, General Services and Operations and ensuring seamless transition of Lumos operations once it is registered independent entity in Haiti.
The post offers significant opportunities for innovation, development and growth of existing services, working closely with counterpart roles in other organizations, and contributing to joint development and working groups.
The post holder will also work with Senior Country Manager, as part of a Senior Management Team, to implement the strategic plans and overall management of Lumos Haiti ensuring the successful strategic development of the organization, including business planning, internal policies, procedures and quality standards, cross-departmental working and external relations.
The post holder will require business and financial acumen to ensure that current and future operations continue on a sustainable and viable basis and can evidence positive outcomes, foster a culture of accountability to ensure that organizational resources are used in the most cost-effective manner. The position requires as well high degree of confidentiality in dealing with personnel and finance matters.
The position is based in Port Au Prince with occasional travel.

Qualifications Requises
QUALIFICATIONS AND EXPERIENCE
Essential:
• Minimum 3 years direct experience of operational management in an NGO sector
• Experience in management of contract and sub-contracts
• Experience of contractual performance management
• Bachelor’s degree in Business Administration, commerce, Business Computing or other closely related degree.
• Excellent communication skills, highly articulate verbally and in writing in French, English and Creole
• Strong interpersonal, influencing and negotiating skills and experience
• Well organised and capable of meeting deadlines
• Workforce planning and development.
• Leadership to motivate a staff and volunteer workforce within a rapidly changing environment
• Strong skills in finance and budget management
• High level of accuracy and attention to detail
• Computer literate
• Resourceful & able to think clearly under pressure
• Commitment to and understanding of Lumos’s vision, values and principles

Desirable:
• Previous work experience in DI and in the region
• Previous international work experience and a post-graduate qualification and or experience in finance management

KEY AREAS OF ACCOUNTABILITY:
As a member of the Senior Management Team, contribute to:
• Leadership of Lumos Haiti operations team
• Provide a link from Haiti to the International Expansion team on all operational areas
• Support the development of an organisational culture of quality that reflects Lumos values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and enables to deliver outstanding results for children
• Help establish, maintain, and improve policies and procedures that maintain active, regular and accountable working relationships with post staff and key partners
• Support in maintaining timely and necessary service provision to Lumos staff and partners in Line with Lumos principles and policies
• Support the Haiti Senior Country Manager to reach and maintain quality standards of Lumos and SCI
Service staff and resource management
• Production and implementation of operational work plans and budgets
• Recruitment and management of service staff and resources to achieve required service response, quality and cost performance indicators
• Management and monitoring of services budgets including analysis, reporting and action on variances
• Development and oversight of staff appraisal and supervision systems and in line with required competencies
• Ensuring all documentation is accurate and correctly filed
• Hiring of staff in collaboration with SCI
• Resolving performance issues among staff and volunteers engaged in services
Managing Contract Performance
• Monitoring performance against targets and deliverables for all contracts including performance of any sub-contracting partners
• Financial tracking and monitoring of contract income (alongside the SCI/Finance Manager
• Ensuring contractual and regulatory (funding) compliance
• Reporting contract performance trends and issues to service delivery staff and senior management
Reporting
• Responsible for ensuring all funding monitoring reports are accurate and submitted in a timely manner, including from sub-contractors
• Production of monthly Contracts Management reports and analysis of performance leading to service changes and improvements to increase user and funder outcomes/level of satisfaction/perceived value of the service
• Collaborative working SCI/ finance and operations managers in order to strengthen the role and contribution of existing services and create new opportunities for services within a whole-system framework of operation
• Negotiation, development and implementation of new, scaled up or pilot services in collaboration with external and internal management functions and staff
• Managing transformation and growth of Lumos Haiti team as an independent legal entity
• Development of workforce plans including competency frameworks to meet the operational requirements of the organisation
• Management of change plans including internal and external communications, HR and related technical issues.
• Production and oversight of commercial and other terms of service materials, instructing and taking advice from professional advisors as relevant
• Manage transportation needs following strictly Lumos/SCI motorre vehicle use and management guidelines, demonstrating commitment to stewardship and effective car fleet management standards
• Production and presentation of reports and updates to SCM, to support internal strategic and performance review processes and with external development work groups and fora Representing the Organisation
• Management of logistic more generally
• Management of visitors / external and internal trips
Budget management and compliance
• Ensure that all program team projects progress in accordance with donors and Lumos compliance requirements, within time and on budget.
• Oversee program and projects’ budgets, ensuring that expenditures are in line with agreed budgets. Budget holding responsibilities to be determined in line with Lumos/Save the Children scheme of delegation.
• Monitor expenditure, forecasting and financial performance.
• Ensure timely preparation and submission of reports to donors, ensuring full review by internal stakeholders and partners as required.
• Identify and effectively manage all key risks related to the programme, in particular ensuring that anti-fraud and anti-corruption policies and procedures are followed to minimise risks in delivery of project outcomes.
Line & Partner management
• To directly line manage the operations team and any short term technical consultants where required, and to provide managerial oversight to partners and counterparts
• Maintain a coherent communication structure for the operations team in line with programme operational needs and priorities
• Ensure that the Operations team engages in mutual assessment, feedback and learning with cross function teams to strengthen the operations
General
• Planning and budgeting for day to day operational effective in conjunction with the relevant project managers
• Oversee the petty cash to ensure that all payments and accountabilities meet the required standards.
• Procurement of office and other supplies for the facilities in line with set procurement procedures.
• Inventory management for all facility assets.
• Works with the SCM, after Lumos independent entity registration, to identify and secure office building, develop a maintenance technicians team to ensuring good care of the buildings and facilities of the program.
