DAI seeks a Human Resources (HR) Assistant for the 4.5 year USAID Safe Water and Sanitation for Haiti project. The project will be based in Cap Haitien with regional offices in Port-au-Prince and other cities. Its focus will be on increasing access to water and sanitation services in government-identified priority cholera “hotspot” communes and on recovering from cyclical disasters such as Hurricane Matthew. The objective will be achieved through 1) increased access to sustainable water supply services; 2) increased access to sustainable sanitation services; and 3) strengthening the enabling environment for sustainably delivering, operating and maintaining WASH services.
Fonctions
The Human Resources Assistant provides support to the Director of Finance and Operations to obtain qualified Human Resources in order to meet the project’s current and projected needs.
Specific tasks:
• Support with recruitment based on the project’s HR needs. Assist the home office with recruitment for key positions.
• Assist with developing job descriptions, scopes of work/terms of reference, and job qualifications.
• Process job applications, ensure that all requested documents have been provided.
• Coordinate panels for screening/shortlisting candidates based on qualifications.
• Maintain the database of recruitment files.
• Schedule interviews with shortlisted candidates, administer tests.
• Work with Director of Finance and Operations to determine the terms of employment (type of contract, salary and benefits) and negotiate the final agreement with the successful candidates.
• Work with Director of Finance and Operations to determine appropriate salary, allowances, per diem (if any).
• Send successful candidates job offers.
• Lead onboarding process (collect all necessary HR forms and prepare staff orientation in collaboration with supervisor.
• Prepare the new employee file with all the necessary documentation in accordance with DAI policy.
• Coordinate and provide support in the performance evaluation process after consultation with the supervisor.
• Ensure that accounting has all necessary information for payment of employee.
• Provide Director of Finance and Operations with support in all other relevant areas.
Qualifications Requises
• Degree in Human Resources
• Three -five years of HR experience, preferably working for an NGO or international organization.
• Good knowledge of recruitment processes.
• Excellent writing and speaking skills in French and English
• Proficiency in Microsoft Word, Excel and PowerPoint.
