Introduction

The Haiti Takes Root (HTR) Initiative’s mission is to strengthen the climate resilience of Haitian communities by alleviating poverty and building natural capital using and integrated, sustainable and people-centered approach.


Fonctions

• Provide technical support for program planning and interventions related to agriculture and agroforestry value chains and markets for the RPLP and other projects in the HTR portfolio.
• Monitor field based contracts related to agriculture, conservation agriculture and agroforestry value chains.
• Provide input and support monitoring and evaluation plan for program activities related to agriculture and agroforestry value chains, including feasibility, and prioritization of RPL infrastructure projects.
• Develop 18-month work plan and scopes of work for agriculture and agroforestry activities, including the Terms of Reference for RPL Operators and HTR consultancies, and track performance and update annually and ad hoc as needed.
• Prepare quarterly and annual activity reports, including reporting on M&E indicators, program activities, and achievement of work plan objectives related to agriculture and agroforestry value chains.
• Review and actively manage the reporting and workplanning of Operators and consultants and sub-contractors to optimize performance.
• Provide technical assistance in the evaluation, design and implementation of RPL rural infrastructure projects.
• Serve on the core HTR and RPL planning and management team for activities undertaken by J/PHRO.
• Representation and relationship management with HTR stakeholders including the Ministry of Agriculture Natural Resources and Rural Development, Ministry of Environment, the World Bank, CIAT (Comite inter-ministeriel pour l’amenagement du territoire) and others.
• Develop/review content for communications and visibility and knowledge sharing, including the CIAT HTR website.


Qualifications Requises

• A university degree in Agronomy or Agricultural Economics.
• Familiarity with watershed oriented strategies for project planning and implementation.
• Experience with agricultural and agro-forestry value chains and markets.
• Field experience with participatory approaches to project planning and implementation, including small farmers and grassroots organizations.
• Demonstrated ability to elicit agricultural concerns of local farmers.
• Demonstrated ability to communicate and interact with local and national authorities, GOH ministry representatives, donors and other stakeholders.
• Background of experience as a team member in a complex and fast paced environment.
• Background of supervisory experience, including contract supervision.
• Demonstrated ability to handle a variety of activities with attention to detail and quality.
• Excellent interpersonal and communication skills.
• Demonstrated ability to write reports in a timely manner using clear and concise language.
• Fluency in French and Haitian Creole.
