Introduction

The Justice Sector Strengthening Project (JSSP/USAID) is a 4.5-year project that started in September 2016, with a view to supporting the Haitian justice sector in expanding access to quality justice for all Haitian citizens. It is funded by the United States Agency for International Development and managed by Chemonics International. The project’s four principal objectives are:
• Improved legal, policy, and regulatory framework,
• Judiciary strengthened as independent, credible, and effective authority,
• Improved access to justice and protection of rights, and
• Civil society constituencies for reform strengthened.


Fonctions

Under the supervision of the Access to Justice Advisor, the AJ Specialist will be responsible for performing the following tasks:

• Contribute to refining the technical approach to and tools for achieving Project Objective 3;

• Regularly visit JSSP-supported Legal Assistance Offices (BAL), provide advice in their areas of activities, reporting and reaching out to vulnerable groups and remote communities to improve efficiency;

• Assist the BAL in keeping their files on activities up-to-date and in a manner that provides insights into the justice issues of the jurisdiction;

• Assist the BAL in completing their data base regularly;

• Collect and provide data for indicators related to access to justice to the M&E team;

• Identify with regional coordinators, Bar associations, and local non-governmental actors immediate legal aid needs and propose quick intermediate actions until more sustainable solutions are being put in place,

• Ensure that gender discrimination is not tolerated, and that vulnerable populations have recourse for their legal needs;

• Contribute to efforts to combat pretrial detention including through special hearings in courts and at the prisons, if requested, as well as at the grass-roots level through a variety of preventive measures and review of the situation at police stations and Peace Courts;

• Contribute to JSSP’s efforts to explore options for pretrial detention initiatives, throughout the penal chain that are most likely to be effective;

• Provide support to local CSOs in civic education, particularly on ways to resolve disputes in a peaceful manner at the community level, in close coordination with JSSP’s civil society team;

• In follow-up of the study/analysis conducted by a local firm (DDG) and Arizona State University (ASU), contribute to the dissemination, with informal and formal justice actors, of the study’s findings on conflict resolution at the sub-district level;


• Help devise and implement programs to enhance access to quality justice for vulnerable populations at the grass-roots levels and to ensure their sustainability.


• Undertake other tasks as required by the direct supervisor and the Project leadership.
The AJ Specialist will work under the direct supervision of the Access to Justice Advisor and general oversight of the Senior Program Coordinator and DCOP. He/she will coordinate closely with all technical project staff on access to justice issues, and assist in managing short-term consultants, hired under the Project as needed.

The Access to Justice Specialist will report directly to the Access to Justice Advisor


Qualifications Requises

Qualification
• Minimum of five years of experience in the fields of access to justice and rule of law, civil society and human rights strengthening;

• Strong communication and interpersonal skills and the ability to maintain excellent relations with Haitian counterparts in the field, especially Judges, Prosecutors, Presidents of local Bar Associations, Legal Assistance Offices, Civil Society organizations, and Human Rights Organization working in the justice sector.

• Bachelor’s degree required in a relevant discipline such as law, political science, international development, or related field;

• Experience in contributing to the design and/or implementation of monitoring and evaluation of rule of law programs including indicator measurement, data quality assessments, evaluations, etc;

• Familiarity with USAID programs, objectives, reporting requirements, rules and regulations desirable;

• Fluency in spoken and written French and Creole; working knowledge of English.


Conditions particulières

This assignment will take place in Port-au-Prince, Haiti, with frequent travel to regional jurisdictions including those in Croix-de-Bouquets, Saint Marc, Cap Haitian, Fort Liberté, and other geographic locations as required.
