Introduction

The Agriculture Program Coordinator will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders to assist the achievement of the Agriculture program objectives advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your project management skills and knowledge of the program area will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of this project.
The Agriculture Program Coordinator will provide leadership to the IDB Project team working with smallholder farmers involved in key market crops of cacao and coffee. CRS/Haiti’s agriculture strategy aims at improving inclusion of smallholder farmers in these value chains by facilitating market linkages, strengthening capacity of farmer group organization and governance, promoting new techniques and technologies for production, pest control, and post-harvest management, and reinforcing management of natural resources and farmer capacity to adapt to impacts of climate change.
The Agriculture Program Coordinator will also lead the CRS/Haiti team in developing and implementing an influence agenda with a vision to become a catalyst for positive change at scale. This vision includes increasing CRS’ technical capacity and performance in key signature areas and increasing impacts by leveraging our expertise and experience to influence change in systems, structures and relationships.


Fonctions

Specific Responsibilities:
Program Management
• Oversee the design, planning, implementation, budget development/management, monitoring, learning, and reporting of IDB project activities in Agriculture.
• Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
• Engage and strengthen partnerships relevant to the Agriculture program, applying appropriate application of partnership concepts, tools and approaches.

• Ensure proper adherence to country program MEAL policies, and Agency program quality principles.

Technical Assistance/Program Support:
• Provide focused technical assistance and strategic vision for successful execution of market-oriented approaches to agricultural livelihoods to CRS/Haiti CP activities.
• Ensure technical quality of CRS/Haiti agriculture programming, drawing on CRS and industry standards and best practices for climate-smart and market-oriented approaches in agriculture.
• Provide, facilitate, and coordinate training, capacity building, and professional development opportunities to CRS/Haiti and partner agriculture program staff to increase capacity to carry out innovative and sound climate-smart and market-oriented approaches and methodologies that reinforce market linkages and increase revenues for small-holder farmers.
• Assess periodically CRS/Haiti staff competencies in agro-enterprise and provide recommendations for filling gaps through revised job descriptions, new recruitments, and staff development plans.
• Participate in Agency/LACRO communities of practice and meetings on agriculture programming; Assume leadership of necessary follow up actions to ensure information is shared and socialized appropriately with CRS/Haiti agriculture program staff.
Business Development/Influence:
• Identify, preposition, and actively pursue new and promising growth opportunities in collaboration with the CRS/Haiti Business Development team and the agriculture team.
• Lead the design, development and writing of agriculture-related concept notes, proposals, logframes, indicator development, budgets, etc.
• Lead the revision and implementation of the Agriculture Influence Plan with the support of the HoP, BD, and the Agriculture team
• Cultivate strategic relationships and partnerships with private sector actors, government officials, institutional donors, and other agricultural development practitioners

Qualifications Requises

Typical Background, Experience & Requirements:
Education and Experience
• Master’s Degree in agriculture, agricultural economics, international development, or related fields.
• Minimum of 5 years of work experience in project management, in the field of Agriculture, ideally for an NGO.
• Additional experience may substitute for some education.
• Relevant grant management experience, especially for IDB, USG or other public donors, a plus.
• Staff supervision experience.
• Experience working with stakeholders at various levels and strengthening community partnerships.
• Ability to contribute to the development of technical proposals
• Experience analyzing data and contributing to evaluation reports.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Conditions de travail

Travel Required 50% travel to Les Cayes and Jeremie offices and field visits
