Project Description:
The 5-year regional USAID/LAC Reads Capacity Program (LRCP), implemented by the American Institutes for Research (AIR) and Juárez and Associates (J&A) under the United States Agency for International Development (USAID) Cooperative Agreement No. AID-OAA-A-14-00058, seeks to increase the impact, scale, and sustainability of early grade reading interventions in the Latin American and Caribbean (LAC) region. This will be achieved through the development and dissemination of state-of-the-art knowledge resources and the provision of technical assistance to host country governments and other key stakeholders. The program, implemented from 2014-2019, enhances efforts to boost early grade reading outcomes in the Dominican Republic, Guatemala, Haiti, Honduras, Jamaica, Nicaragua and Peru, as well as Eastern Caribbean states.
During the 2017-2019 period, LCRP will intensify, deepen, and expand its work in Haiti. The LRCP team will provide technical support which will lead to sustained, systematic improvements in early grade literacy (EGL) capacity in Haiti. The LRCP team will provide technical support by building capacity in curriculum and materials development in the Ministère de l’Éducation Nationale et de la Formation Professionnelle (MENFP), in The Direction de Formation et de Perfectionnement (DFP) whose work focuses on teacher training, higher education institutions, and other education sector stakeholders including national instructional materials creators and printers, thus leading to sustained, systematic improvements in EGL capacity in Haiti.

Position Description:
Working under the direct supervision of the LRCP Technical Manager - Haiti, the Communications Specialist will be proficient in French and Créole and will ensure timely, effective and high-quality communications for LAC Reads activities with its stakeholders, MENFP, DFP, LAC Read supported communities, schools, Partner sub-contractor organizations and USAID. This includes leading, supporting and overseeing the timely and high quality production of LAC Reads knowledge products; supporting the preparation and implementation of high quality events; managing photo documentation while following USAID Marking & Branding Policy.
The Communication Specialist will provide direct technical assistance and capacity building in the area of design for textbook development, working closely with MENFP technical staff, LRCP technical staff (including in particular the AIR Communication Specialists and USAID Communications Specialist). The Communications Specialist will be based in Port-au-Prince, work on a full-time basis, and be part of the local technical team.
Key Responsibilities
• Leading, supporting and overseeing the timely and high-quality production (final formatting, graphic design, branding & marking, printing, reproduction, and translation, as appropriate) of LAC Reads knowledge products, i.e., training manuals, teacher guide, student book, learning resources, reports – after receiving final content from LAC Reads Technical Manager.
• Managing, supporting, and overseeing the process of AIR, USAID and MENFP review and approval of LAC Reads knowledge products before production.
• Managing, supporting and overseeing the timely and high-quality production of LAC Reads communications products: banners, invitations, posters, displays, hand-outs, presentations, CD labels and sleeves.
• Supporting the preparation, implementation and high-quality communications of LAC Reads public events (symposia, workshops, conferences).
• Managing the completion of Training Outline Briefs for all LAC Reads training and workshops.
• Managing LAC Reads photo documentation and signed consent of photograph subjects for public use of selected photos.
• Supporting LAC Reads Partners in the production of Fact Sheets and other communications and printed products for LAC Reads Project activities.
• Managing and supporting official correspondence with MENFP.
• Managing LAC Reads handover to USAID and MENFP and distribution to stakeholders of final LAC Reads knowledge products (manuals, teaching resources, student books, teacher guides, videos) and deliverables.
• Other communications tasks as directed by the Technical Manager.
Qualifications Requises
Qualifications
• Minimum BA, higher degree preferred in Communications, Education, or a related field.
• At least 5 years of experience in planning, designing and timely completion of Communication tasks.
• At least 5 years demonstrated effective use of graphics in communications and knowledge products.
• At least 5 years of experience in sensitivity and responsiveness to the aesthetic tastes and design preferences of key LAC Reads stakeholders.
• Experience with USAID communications and final production of knowledge products to USAID requirements preferred.
• Demonstrated proficiency in MS Office, Indesign, Adobe Software and other related design programs.
• Excellent French and Creole grammar, writing and composition skills and ability to compose clear and concise communications quickly and accurately in common language for public understanding.
