DAI seeks qualified individuals to fill Monitoring and Evaluation positions on several anticipated United States Agency for International Development (USAID)-funded activities in Haiti. These anticipated activities are expected to start in 2018 and all positions will be based in Haiti.
The Monitoring and Evaluation Specialist is responsible for establishing appropriate performance measures to achieve activity results, collecting and analyzing performance information, planning and managing evaluations and assisting the activity management in using the performance information for decision-making and resource allocation.
Fonctions
• Lead design of overall activity monitoring, evaluation, and learning framework, including selection and finalization of activity performance monitoring indicators, development of data collections methods and processes, and other tasks, in coordination with technical staff.
• Coordinate and lead regular review of progress towards activity targets through implementation activity reviews, portfolio reviews or other processes and ensure learning from these reviews is incorporated into activity design and work-planning sessions.
• Oversee preparation of monthly, quarterly, and annual reports for submission to USAID in coordination with Chief of Party and technical and operational teams.
• Advise in designing and planning for evaluations, special studies and assessments.
• Provide guidance and lead trainings to activity staff on monitoring, evaluation, and learning.
• Coordinate with other USAID implementing partners and Haitian counterparts to share learnings and results.
Qualifications Requises
• A minimum of 7 years of progressively responsible professional experience in a performance monitoring and evaluation role with an international development organization;
• An advanced graduate degree in a related field of study, e.g. Statistics, Social Science, Economics, or relevant discipline;
• Proven ability to plan and carry out baseline and periodic programmatic assessments to track performance and make necessary adjustments to enhance program performance and reorient MEL systems;
• Excellent verbal communication skills, strong writing and analytical skills are required, including ability to obtain, organize, and draft clear and concise reports; analyze and evaluate data and reports; and provide accurate assessments;
• Experience managing and mentoring a multicultural team of MEL staff;
• Strong computer skills and able to create and maintain MEL databases are required. Knowledge of relevant statistical packages (e.g., SPSS, STATA, R-programming, etc.), preferred;
• Demonstrated experience and understanding of USAID reporting requirements, preferred;
• Knowledge of Haitian finance and investment sector issues, preferred;
• Experience working in Haiti on donor-funded programs, preferred;
• Fluency in French and English, required. Fluency in Haiti Creole, preferred.
