DAI seeks qualified individuals to fill Finance and Administration positions on several anticipated United States Agency for International Development (USAID)-funded activities in Haiti. These anticipated activities are expected to start in 2018 and all positions will be based in Haiti.

The FAM is responsible for overseeing all accounting, payroll, and human resources functions. S/he will also ensure compliance with agreement requirements, DAI procedures, and USAID regulations.


Fonctions

Finance
• Review the monthly expense reports prepared by Project Accountant before submission to DAI home office and prepare office quarterly advance request.
• Ensure efficient systems are in place for the payment of all bills, invoices, payments and staff reimbursements in manner consistent with DAI policies and procedures.
• Prepare the office annual budget (pipeline) and monitor overall office financial performance through the quarterly (or monthly) budget check review process.

Accounting
• Oversee all field accounting procedures, ensuring that they are compliant with local laws as well as DAI and USAID rules and regulations.
• Manage vendor relationships and coordinate purchase orders.
• Oversee project accountants.
• Request funds monthly from the Home Office based on accurate calculations of projected project costs for the next month (this may also be delegated to the Field Accountant).

Payroll
• Oversee payroll procedures: make sure timesheets are available, completed correctly and submitted on time.
• Register all employees with appropriate government agency and ensure that proper income taxes and social charges are withheld.

Human Resources
• Assist staff in their recruitment needs.
• Collect required documentation and maintain complete and current Master Files for each employee.
• Ensure that Personnel Policies and Procedures are followed by all employees.
• Update field operations manuals and assure access to all office employees.
• Overseeing team adherence to project administrative policies and procedures in accordance with USAID rules and regulations and DAI policy.

Legal
• Liaise with Operations Manager and DAI legal team to develop agreements and contracts with project partners.
• Ensure proper planning, procurement, and distribution of any project products in accordance with donor regulations.
• Ensure compliance for the issuance of consulting service agreements, work orders, and purchase orders.


Qualifications Requises

• Bachelor’s degree in accounting, business administration, management or a related field, required. Advanced degree preferred.
• Experience in auditing, reporting, budget forecasting, financial compliance, and risk management required;
• Previous experience managing finance and administration for USAID-funded project strongly preferred;
• Experience using accounting software strongly preferred;
• Ability to plan, organize, and prioritize competing demands, flexible under pressure and in response to changing needs;
• Fluency in French and English, required. Fluency in Creole, preferred.
