DAI seeks qualified individuals to fill Operations Specialist positions on several anticipated United States Agency for International Development (USAID)-funded activities in Haiti. These anticipated activities are expected to start in 2018 and all positions will be based in Haiti.
The Operations Specialist will direct all operational and administrative functions of the project in coordination with project leadership and technical specialists.
Fonctions
• Manage all administrative and financial aspects of Haiti project implementation according to DAI and USAID policies and procedures.
• Oversee project accounting, including payroll, accounts payable, etc.
• Oversee administration of subcontracts, grants, and procurement.
• Liaise with DAI home office project management team to prepare budget projections, monthly financial reports, and burn rate analysis.
• Carry out policies and procedures in place required for all financial transactions across project in coordination with home office and Chief of Party to ensure full compliance with DAI policies and USAID regulations.
• Monitor subcontractors allocated budgets and manage relevant financial transactions to ensure full compliance with technical as well as financial requirements.
• Ensure financial controls and cash management policies are followed.
• Review financial transactions for accurately and compliance with USAID, DAI and project policies.
• Ensure timely payment and reporting of expenses.
• Oversee administration and HR activities.
Qualifications Requises
• Bachelor’s degree in a relevant field (e.g., finance, accounting, business, etc.) required. Advanced degree preferred.
• Minimum 15 years of relevant professional experience.
• Minimum 5 years of experience managing finances and budgets for large -scale, complex donor- or government-funded development projects required. Experience managing the finances for large USAID-funded contracts, preferred.
• Fluency in French and advanced English required. Fluency in creole, preferred.
