Background: GHSC-PSM is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. The Haiti office works under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.
GHSC-PSM is seeking short-term technical assistance (STTA) to assess the coverage of the quality management system (QMS) documentation for GHSC-PSM in Haiti against their requirements, to apply national and international standards (WHO GDP, ISO 9001 standard, MOH/DPM guidelines), to improve the correctness and completeness of the QMS manual and to develop all the needed Standard Operating Procedures (SOPs), work instructions, signs, and training materials.
Overall responsibilities:
The STTA to review the QMS and develop SOPs will conduct an evaluation of the QMS manual to describe the company (by process, or function, or unit, service, etc.), its level of quality and highlighting the actions taken to improve its QMS. S/he will update or develop required SOPs for the operations of the project. GHSC PSM in Haiti has numerous SOPs and work instructions in draft form that need to be updated and other tools to be developed in coordination with the technical units of the project. These documents will be edited collaboratively by both the Quality Assurance (QA) staff and staff of the other technical units, with the final documents being in French.
Fonctions
Specific Responsibilities will include:
1. Develop and share a work plan for the completion of all demanded tasks.
2. Discuss the work plan with GHSC-PSM in Haiti, including QA unit and the Country Direction to ensure best practices are employed in the exercise
3. Review the QMS manual for GHSC-PSM in Haiti and submit a complete document for approval
4. Conduct trainings on SOPs development and review with the heads of units and other key staff of the project
5. Develop or update SOPs in French that will be approved by the field office of the project.
6. Support the establishment of an effective documentation system throughout GHSC-PSM in Haiti
7. Submit a final report within 2 weeks of the completion of the consultation
Expected Outcomes
• Work plan submitted and approved prior to start of any activities within the project
• QMS manual reviewed and finalized
• Heads of units and key staff of the GHSC-PSM in Haiti trained on SOPs development and implementation
• SOPs in French developed and approved by field office
• Documentation system established and operational
• Daily reports shared with the QA staff and the senior management of GHSC-PSM in Haiti
• Final report submitted two weeks after the completion of the STTA
Qualifications Requises
Job Qualifications
1. University degree required in health field or other equivalent qualifications
2. At least five years of experience in quality management systems or quality assurance
3. Have received training on ISO 9001:2015 or being a certified ISO 9001:2015 auditor is a plus.
4. Have sufficient knowledge of the components, architecture of a supply chain management system
5. Written and verbal communication skills in French and English
