Introduction
The USAID Reforestation Project (URP) is a 5-year, $39 million environment and food security activity designed to address environmental degradation and loss of tree cover in Haiti, by reducing the threat of deforestation and increasing tree cover in and around targeted areas. The project’s goal will be achieved through the following four objectives:
• Reduce the threat of deforestation;
• Improve resilience to economic and natural shocks;
• Increase tree cover in targeted areas; and
• Improve environmental governance and coordination.
Fonctions
The Grants Assistant will be responsible for the following:
• Assist the Grants Manager in implementing the grants program by ensuring that procedures follow the Grants Manual and comply with USAID regulations;
• Assist the Grants Manager in reviewing all sub-grant applications, deliverables (in collaboration with the technical specialists), and financial reports for quality, contractual consistency, accuracy, and compliance with USAID regulations;
• Assist the Grant Manager in ensuring adequate planning and preparation for all sub-grant implementation requirements including pre-award risk assessment;
• Facilitate staff requests for procurements, disbursements of funds, and logistic and planning elements of grantee activities;
• Establish and maintain a tracking system in preparation of the Annual Program Statement (APS), Requests for Applications (RFAs), review of grant proposals, grantee selection, monitoring of grantee performance, and payment;
• Work with the Grants Manager to ensure that proper preparation and execution of APS and RFAs, documents, and disbursements under the project are in line with USAID and Chemonics procedures;
• Draft appropriate documentation and/or provide information for procurement waivers/approvals for review by the Grants Manager;
• Work with grantees to ensure they are provided with suitable technical advice and assistance to properly utilize grant funds, build successful partnerships, and ensure successful adherence to reporting requirements;
• Perform other duties as required.
Qualifications Requises
Education Requirements
• Diploma required.
Experience Requirements
• Minimum 3-5 years of experience within the design, administration, management and monitoring of grants required;
• Prior experience with large-scale USAID grant management contracts and familiarity with USAID grant management, policies, and procedures;
• Experience in Haiti strongly preferred;
• Spoken and written fluency in English, French, and Haitian Creole.
Specialized Knowledge/Skills
• Excellent verbal and written communication skills;
• Professional level oral and written skills in English and French;
• Necessary computer, software, interpersonal, and analytical skills to ensure grants and financial requirements for a large scale project;
• Sound management, contracting, budgeting, and administrative skills;
• Strong ability to prioritize tasks, focus on details, and work independently or on a team.
• Ability to work in a professional and cordial manner with fellow staff, implementing and cooperating partners, and relevant NGOs and government agencies;
• Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.

This assignment will take place in Cap-Haïtien, Haiti with travel to regional jurisdictions such as Port-au-Prince, and other geographic areas as necessary.

The Grants Assistant will report to the Grants Manager.
