Introduction

Under the direct supervision of the Project Engineer, the On-Site Construction Observer will perform the following principal functions relating to DAI/AVANSE project construction management and support so as to oversee, guide and report upon Sub-contractor construction implementation. He/she shall undertake the following principal functions on the project assigned by the On-site Inspector:
• Oversee a portion of the construction contractor daily works;
• Oversee site safety;
• Be aware of construction quality control activities;
• Oversee site environmental compliance;
• Maintain a site diary and photographic log;
• Assist the On-Site Inspector to transmit and file daily, weekly and monthly reports including all DAI/AVANSE required Excel report forms; and
• When necessary liaise with government officials, the water user association officers, and the public.





Fonctions

Construction Management:
1.Maintain an up to date set of contract documents in his / her possession for each DAI/AVANSE project upon which they are working including contract, drawings, specifications, safety plan, quality control plan, environmental compliance plan and any other relevant document needed for reference with the Contractor. These documents shall be kept electronically on the Observer’s Tablet for easy reference;

2.Daily, full time presence on-site from start of construction to end of construction each day observing the progress quality of all work on-going each day;

• The Observer shall also assist the Inspector in using the Contractor Request for Information (RFI) system including keeping RFI generated documentation. No instructions shall be given the Contractor by word of mouth without recording the exchange in the RFI system;
• Conducts on-site observations to evaluate construction work in progress, ensures work is in compliance with drawings and specifications and generally acceptable best practices. Independently rejects, does not accept substandard work, substandard workmanship or out of specification materials. Assists the Inspector in recording all such rejections using Non-conformance Reports (NCRs);
• Check and verify all survey horizontal and vertical control points and survey lines with the DAI/AVANSE Surveyor;
• Supervises and/or performs on-site sampling and testing to ensure all required tests are performed. Assists the Inspector in writing up any issues in Non-Conformance Reports (NCRs). Assists the Inspector in recording Corrective Action Reports when deficiencies are corrected;
• Maintain a Daily Log of all work and all activity on site each day. The format of the Daily Log shall be as provided in the QA/QC Plan
• Photograph work every day with particular reference to issues, important work junctures and milestones and download and store photo-files every day on their DAI/AVANSE provided computer/tablet;
• Check Material and Equipment Storage areas to ensure that all material and equipment is properly and safely stored and that no rejected material stays on the project site longer than 48 hours. Assists the Inspector in recording all materials accepted/rejected on Material Acceptance Reports;
• Ensures the overall job site is well kept, cleaned, and organized to prevent accidents, promote good traffic flow, and present a neat and workmanlike appearance;
• Ensures the Health & Safety and Environmental Compliance Management Plan is used in management of the works assigned and that their application is strictly enforced. The On-Site Observer Inspector shall pay special attention to ensuring that the public is well protected while they are in close proximity to any activity, both on-site and off-site, related to the project; and ensures the site is well secured by the Contractor during construction work hours and after hours as well. Assists the Inspector in the completion and filing of Accident Report Forms;
3.Works with the Inspector to ensure completed work quantity measurements and material usage quantities follow initial agreements with Contractors and drawings and specifications;
4.Assists the Inspector in the analysis and tracking of the construction progress schedule to ensure work completed versus approved contract time schedule of schedule of financial values is accurate;
5.Observes delivered materials to ensure compliance with specifications and undamaged condition, rejecting all materials that do not meet requirements. Assists the Inspector in recording all materials accepted/rejected on Material Acceptance Reports;
6.As directed by the Inspector, ensures all construction is in compliance with applicable Government of Haiti rules and regulations, DAI/AVANSE and any local rules and regulations as noted by supervisory engineers;
7.Works closely each day with the Site Inspector and DAI/AVANSE supervisory engineers to ensure that his/her work is well coordinated with the Site Inspector’s work and that he/she does not overstep authorities; and
8.The incumbent shall participate in the regular daily, weekly and monthly contractor site, coordination and safety meetings.
Construction Administration:
9.Assist the Inspector in the recording of observations (including supplemental photographs, field notes, work locations, type of equipment used, material on site, material used, contractor personnel on site, and conclusion whether work was performed according to contract documents) in each site visit in the On-Site Construction Inspector’s Daily Dairy and in hard copy and electronic Inspection Forms (forms for these records will be provided in the DAI/AVANSE QA/QC Plan);
10.Assist the Inspector in maintaining close contact with the DAI/AVANSE supervisor engineers regarding any contract question;
11.Monthly Interim Payment Requests: Assist the Inspector with the Contractor’s Representative, check, measure and verify completed work quantities as required to check Contractor payment requests. Work closely with Inspector and supervisory engineers to understand and ensure Contractor monthly payment request quantities are correct and documented; and
12.Communications: Provide excellent communications with all parties on the project using emails, phone calls, and report forms. Document all communications.


Qualifications Requises

• B.A. or B.Sc., or 2 Year Technical Diploma Institute;
• One to three years of project monitoring and/or evaluation experience in the field or on site,
• Ability to read, understand and be trained in QA/QC, H&S and EMMP concepts and procedures;
• Ability to learn the interpretation of construction drawings, specifications and contract terms and conditions;
• Knows how to oversee field performed by others;
• Fluent in French (Oral and Written);
• Some proficiency in English (Oral and Written);
• Ability to work with engineers, finance, procurement and project management staff including expatriates;
• Some experience working on USAID funded projects would be beneficial; and
• Good and practical experience using Microsoft Word, Excel , MS Outlook, and can use Android tablets.
