CFET is a for profit consulting firm created in October 1988 and incorporated in 2007. CFET has less than 16 permanent hires, and contracts with consultants to complement its staffing. The organization has private sector, US and Haitian government clients. It currently utilizes QuickBooks which was set-up to essentially track cash in, cash out, and revenue recognition. Since 2012, through a consortium with MSI, CFET has been implementing the KONEKET Program as a subcontractor to MSI

The purpose of the consultation is to assist CFET in establishing its indirect cost. As such, the Consultant’s specific tasks include:

1. Review CFET’s organizational chart to confirm and/or propose cost objectives
2. Identify indirect cost allocations by cost objectives
3. Review or assist CFET in drafting a cost policy statement
4. Review CFET’s chart of accounts to ensure that it is properly set up
5. Identify subaccounts, which should be established within each category to provide meaningful historical cost information for managing projects and also submitting cost proposals in the future.
6. Generate the following reports from the financial management system by project and for the organization
7. Evaluate and supplement the organization’s finance and procurement systems to comply with the USG regulations in a minimalistic way.
8. Assist CFET in determining an indirect cost rate
9. Assist CFET in establishing a G&A cost
10. Propose a mechanism to review and adjust the indirect cost rate periodically.

 Extensive experience developing indirect rate structures for US and non-US private firms. Applicable experience with not-for-profits would be an asset.
 Familiar with USG and USAID regulations. Familiarity with the regulations of other development organizations would be an asset.
 Previous experience in Haiti
 Some capability in French
