Introduction
Based in Port-au-Prince, Haiti, this position is responsible for monitoring and evaluating the Partner Services (PS) Project. Since July 2017, NASTAD (the National Alliance of State and Territorial AIDS Directors), in collaboration with the Centers for Disease Control and Prevention (CDC) - Haiti, and Programme National de Lutte Contre le VIH/SIDA (PNLS) launched a pilot of the Partner Services project in 20 sites in Haiti. As we started to expand Partner Services to additional sites, well-resourced processes are needed to ensure its continued success.
Fonctions
System Implementation, Monitoring and Evaluation
• Identify, collaborate and ensure buy-in from key MoH personnel at the departmental levels as well as key site staff and network administrators.
• Development of monitoring and evaluation tools for program activities
• Conduct regular monitoring of sites activities (daily, weekly) and conduct site visits as necessary
• Provide training and technical assistance to sites
• Work with partners and health facilities to improve PS tools and processes as well as the usability of Partner Services web platform
• Track PS web platform progress, identify successes, needs and gaps, and suggest changes as needed
• Review and assessment of program monitoring and evaluation systems
• Collation and analysis of project performance data
• Production of monitoring reports, based on project data
Data Security and Confidentiality
• Contribute to NASTAD Haiti data security and confidentiality plan, protocol, and audit/M&E framework.
Outreach and Advocacy
• Develop and maintain strong, proactive relationships with key MSPP staff and others working in patient’s tracking system.
Other
• Implement all agreed-upon activities in a timely and complete manner.
• Accurately report out on all agree-upon activities on a monthly basis.
• Attend regularly scheduled NASTAD/Haiti staff meetings.
• Participate in other surveillance activities.
• Strictly follows data security and confidentiality protocol.
• Up to 50% travel within Haiti as needed.
• Other duties as assigned.
Qualifications Requises
Education/Experience
• University Degree in Health Sciences, statistics, research methodology or any relevant field
• Minimum of four (4) years of experience related to monitoring and evaluating a health project
• Knowledge of program design and development
• Strong experience in HIV/AIDS project, planning, monitoring and evaluating, and documenting observed activities.
• Strong and demonstrated experience in training and group facilitation
• Experience in data management and data analysis, with ability to produce comprehensive reports
Knowledge and Skills
• Excellent written/oral communication and presentation skills in French and Creole; English is an asset
• Knowledge of HIV, including HIV prevention, care and treatment
• Strong analytical skills and ability to write clear and accurate reports
• Ability to communicate effectively with health facilitators, staff, and colleagues
• Strong computer skills

Visual Acuity, Hearing, and Speaking
• Excellent verbal and written command of the French language is required
• Position requires the ability to communicate effectively both in person and via telephone and/or non-visual internet connection

• Interest in working with an HIV/AIDS public health organization
• Interest in working within a diverse work environment
• Travel requirement may be up to 50% in and around Haiti
